<br /> <br /> <br />• Inform and prepare for critical meetings with FEMA, with emphasis on “Kick-off Meeting” and <br />“Applicant’s Briefing” <br />• Aid in the preparation of Project Worksheets <br />• Provide, review, and confirm the accuracy of supporting documentation (i.e., Truck Certifications, <br />Load Tickets, Equipment Time Sheets, etc.) for the Project Worksheets to realize full reimbursement <br /> <br />TFR takes a proactive approach to debris management. Enacting a comprehensive, efficient debris <br />management plan, which retains operational flexibility to address problems on the fly, is vital to the success <br />of the project and our client’s realization of full FEMA reimbursement. Upon establishment of a debris <br />management plan, we strongly suggest submitting the plan for FEMA review, relieving undue stress over <br />FEMA acceptance following a disaster event. <br /> <br />Training Sessions and Tabletop Exercises <br />Preparation is the be-all of good emergency management. As such, TFR offers annual on-site training and tabletop <br />exercises for all Clients wishing to participate. Usually lasting 4 to 5 hours, TFR conducts the training service in <br />the months preceding Hurricane Season on simulated events developed by TFR. In the past, we have offered this <br />value-added service to Clients to familiarize ourselves with key emergency management officials and local <br />agencies designated to the project. TFR believes understanding the needs of the local officials allows us to tailor- <br />make a debris management plan that best suits the community. <br /> <br />With TFR’s expertise and guidance, the client and TFR will develop a complete, full-service debris management <br />plan that anticipates encumbrances, highlights transparency, emphasizes expediency, and forces accuracy. The <br />preparation and experience gained during our training exercises will position local officials to respond quickly <br />and realize full FEMA reimbursement. Additionally, by identifying key elements, such as DMS and Staging <br />locations, TFR can rapidly mobilize to ensure an efficient response immediately following the storm. <br /> <br />TFR’s training session focuses heavily on the following topics: <br /> <br />FEMA Guidelines and Policies <br />This portion of the training is billed as “How Best to Maximize Your Federal <br />Reimbursement.” We walk through, step-by-step, the FEMA Public Assistance <br />Program from the Disaster Declaration by the President to the submittal of the <br />“Letter Requesting Project Closeout.” TFR will inform our clients of topical <br />and current FEMA guidelines and policies that are affecting the reimbursement <br />process. Additionally, to benefit and familiarize Officials with federal <br />documentation and expectations, TFR will review and analyze a FEMA Reimbursement Submittal from a current <br />client that received full funding. This portion of the training is customized to fit the knowledge and expertise of <br />the local officials, however, in every training session we stress key elements of the process outlined below: <br />• Review and recommendations for the Request for Public Assistance Form <br />• Training of personnel on federal expectations in Project Worksheets (PW) <br />- Review the scope of work justifications including narratives, fiscal documentation, and <br />- Analyze accepted content documentation of completed projects, including photo <br />documentation, invoices, etc. <br />- Review supporting documentation for PW’s for accuracy. <br />- Familiarize the client with an individual project and deficiencies of the file, scope of work <br />relating to the project worksheets, and cost estimates. <br />• Review and identification of eligible equipment, labor, and contracts, accurate unit costs, and scope <br />of work. <br />• Review and analyze the utilization of Force Account Equipment, Force Account Materials, and Force <br />Account Labor practices for reconciliation with Work Orders and Equipment Codes <br />TFR Spotlight <br />TFR has successfully <br />completed more than <br />$350,000,000.00 in <br />federally funded task <br />orders. <br /> <br /> <br />ITB No. 23-04-01 <br />Disaster Debris Management and Disposal Services <br />74
