W Mr. Freedman is an experienced environmental professional serving public <br />® and private clients throughout the Stale of Florida. He specializes in <br />® environmental review of transportation related projects through all phases of <br />the project (planning, design, permitting, construction and post-construction <br />® monitoring). Mr. Freedman has conducted National Pollutant Discharge <br />® Elimination System (NPDES) and permit compliance inspections of Florida <br />® Department of Transportation (FDOT) assets, and mitigation and maintenance <br />monitoring for dozens of FOOT constructed sites. He has assisted with the <br />® permitting of numerous FOOT projects and has written more than 70 National <br />® Environmental Policy Ad (NEPA) memos for minor transportation projects and <br />® technical documents for Project Development and Environment (PD &E) <br />Studies and Reevaluations. In support of landscape and architectural design efforts, Mr. <br />® Freedman conducted an assessment of the approximately 65 trees at the site. The purpose was to assess the health and condition <br />® of the trees at the site, and to provide recommendations for preservation, transplantation and/or removal and replacement <br />associated with the new design and in accordance with the City's municipal code. <br />to <br />Tamiami Canal Historic Swing Bridge Replacement Reevaluation, FDOT District Six, Miami -Dade County, Florida — The <br />existing swing bridge was originally constructed as the Miami Rivers 27th Ave. River crossing in 1921, and subsequently relocated <br />to its current Tamiami Canal location in 1941. The bridge is one of three bob - tailed swing spans in Florida and is one of the oldest <br />bddges on the Miami River. The bridge is structurally deficient and functionally obsolete, and will not be able to accommodate <br />future high traffic demands. Mr. Freedman reevaluated the EA/FONSI for a historic bridge replacement project in MiamFDade <br />Canty. Work included coordination with the three agencies with overlapping jurisdiction over the project – FDOT, Miami -Dade <br />Canty and City of Miami, as well as numerous consultants. <br />Florida Keys Bridge Inspections, FDOT District Six, Monroe County, Florida — This project involved SCUBA diving and <br />inspecting bridge construction projects for debris. Mr. Freedman assessed three bridges, documenting fallen debris, and provided <br />recommendations for its removal. <br />Dune Enhancement and lighting Design and Permitting, City of Dania Beach, Broward County, Florida — For this project, Mr. <br />Freedman designed and permitted enhancements to dunes along Dania Beach's signature beach. This project was initiated due to <br />public safety concems and became controversial as the project included the removal of a stand of seagrape trees. Mr. Freedman <br />worked Closely with FDEP permitting agency staff and sea turtle experts from the FWC, and coordinated with a number of <br />environmental advocacy groups that initially voiced opposition for the project. Through meetings and presentations, Mr. Freedman <br />demonstrated the environmental and public safety value of the project and received consensus among the stakeholders.
