Inc. (MSA) is providing Environmental Planning services for the <br />preliminary contamination assessment at Miami -Dade County Parks. <br />The project consists of providing environmental planning services to the Miami -Dade County Park and <br />Recreation Department (MDPR), specifically related to preliminary contamination assessment of over <br />250 existing parks. MSA will assist MDPR with the following services: <br />• N1SA will attend kick off meeting at local MDPR offices to confirm project approach, roles and <br />responsibilities. In addition, Consultant will confer with the MDPR Design Development <br />Division to identify /confirm existing MDPR properties currently identified as potentially <br />contaminated sites and obtain status of any undergoing remediation action by the MDPR — <br />Design Development Division. <br />• MSA will assign technical staff to conduct review of existing files for the MDPR parks with <br />emphasis on review of historical documentationteorrespondence /records related to potential site <br />contamination currently on file for each of the listed properties. <br />• MSA will query existing DERNI G.I.S. layers to identify MDPR properties listed as contaminated <br />by DER IA or with potential for contamination due to proximity to adjacent contaminated sites. <br />® Based on the results of the above tasks. Consultant will tabulate each of the properties, following <br />Format coordinated with MDPR. The tabular listing will be populated with results of the <br />documented review /research conducted by the Consultant. Consultant will analyze and organize <br />the tabulated results using a 3 -tier ranking approach: <br />Tier 1 <br />Properties of highest priority for likely presence of contamination and potential for direct <br />exposure based on preponderance of factors as uncovered during review of available records, <br />such as: <br />• Parks listed as contaminated by regulatory agencies and: older parks acquired by Nliami- <br />Dade County and developed prior to 1970; Neighborhood Parks, Active Parks with <br />playgrounds and defined public access, Properties within the county /city urban core. <br />Properties served by private well(s). Properties donated by developers. Properties used as <br />borrow pits, landfills, rock pits prior to acquisition. <br />Tier 2: <br />• Properties considered passive parks with limited public access, Properties served by a <br />public water system but directly adjacent to existing contaminated site(s). Parks acquired <br />by Nliami -Dade County and developed between 1970 to 1985: Properties listed as <br />contaminated but undergoing remediation activities. <br />Tier 3: <br />• Properties that are undeveloped and in their natural state prior /after acquisition. Parks <br />acquired by Miami -Dade County and developed after 1985. <br />• Upon completion of initial tabulation and tier - ranking above, MSA will obtain historical aerial <br />imagery of up to 25 parks listed under Tier I to further analyze /confirm the accuracy of the <br />preliminary ranking performed under Task 4. <br />® • NASA will update the initial Tier I ranking list performed under Task 04, prepare and submit final <br />hard & electronic copies of the preliminary assessment results for each park. <br />rma4.m �Adrg be <br />
