S�NN ,rF <br />APPROACH /METHODOLOGY TAB 4 0-> <br />BUDGET METHODS AND PROCEDURESk.1' <br />® The following budget methods and procedures describes the experience and systems o <br />provided by The Chisholm Team for this Contract. <br />With our wide diversity of projects and experience gained, REC has developed a database of cost information <br />that has allowed us to generate in -house cost estimates on all our projects. Through this diversity of projects we <br />have also obtained deep insight into the level of quality afforded throughout the South Florida construction <br />industry. This has allowed our office to provide accurate cost estimates by matching project type, size, and <br />complexity with the appropriate construction skill set <br />in our data base. <br />Depending on project type, size and complexity, and phase of development our staff utilizes the following <br />estimating systems based on information in our estimating database: <br />• Dollar per square foot estimating to establish general budgetary parameters during initial planning and <br />design stages. <br />• Line Item dollar per square foot estimating by CSI construction divisions for general building systems and <br />materials costing. <br />• Quantity take -off and unit price estimating by CSI construction sub - division breakdown. <br />• Use of RS Means estimating cost data. <br />• Verification with local construction industry representatives, such as architects, engineers, general <br />contractors, developers, manufacturers, sub contractors and suppliers. <br />Over the years the above described system has proved effective in accurately reflected the estimated cost of <br />any construction project. A key to this system is constant monitoring at all phases of the project and constantly <br />verifying and re- verifying the information in our database is current. <br />SCHEDULING METHODS AND PROCEEDURES: <br />Our approach to scheduling is similar to our approach to the budget, in that our wide diversity of projects and <br />experience gained, REC has developed a database of scheduling information that has allowed it to generate in- <br />house schedules on all it's projects. This database enables our team to proactively include and start various <br />regulatory processes, obtain client and regulatory approvals, coordinate with consultants, and ultimately start <br />and successfully complete our projects on time and within budget. <br />Public sector projects of note that have been completed on time and within budget include: <br />• Miami -Dade County Aviation Department Cargo Building 704. <br />This was the first design/build project at Miami international Airport. Our firm was able to meet the airports <br />complex design criteria schedule and budget. The project was delivered on time in accordance with the <br />airport required schedule and with in its estimated cost. <br />• Miami -Dade County Aviation Department International Greeters Lobby at Concourse B. <br />This project required careful coordination with airport operations to allow the facility to operate during <br />construction while maintaining their schedule and estimated budget. This project successfully complete on <br />time and on budget. <br />• North Broward Homeless Assistance Center. A multi -use facility with dormitories, classrooms, health <br />center and administrative offices for the Government of Broward County was completed on time and on <br />budget. <br />• City of Tamarac Public Service Building. A multi -use administrative complex recently completed on time <br />and within the City of Tamarac's budget. <br />• Miami -Dade College —New ',World School of the Arts. Miscellaneous repairs and improvements <br />throughout this educational facility were performed during the occupancy of this school with no impact to the <br />® life, life safety and educational quality of the student body.
