(MSA) provided professional engineering services to Miami - Dade County Parks and Recreation Department (MDCPRD) which required assistance in developing a Lake Management Plan to address concerns related to wildlife and aviation. specifically as it relates to the excavation and operation of a lake at West Kendall District Park. The Plan was developed with input from the Federal Aviation Administration (FAA), the United States Department of Agriculture (DOA), and the Miami -Dade County Aviation Department (IvIDAD), and addressed the following: safety concerns raised by affected agencies, alternative lake design guidelines, wildlife management procedures and monitoring schedule. Also, a Contingency and Monitoring Plan was prepared to address alternative management scenarios and monitoring guidelines. The following were MSA's scope of services: ® Data Collection and Coordination - MSA coordinated and attended a kick -off meeting with County staff and participated in a site visit of the proposed location of the Kendall Park Lake. The purpose of the site visit was to document the existing site with photographs and field notes of the project area. MSA arranged a meeting with Parks Department Staff and MDAD staff to discuss the following topics: E • Project overview and components • Preliminary Plan components • Likely air- strike hazards and concerns • Management and monitoring and • Agency requirements contingency components Meeting minutes were prepared and distributed to all attendants. Plan Development - MSA with assistance from CH2NI HILL (sub - consultant) prepared, a brief literature review based on available published information on lake design guidelines for lakes in South Florida and Miami -Dade County. This Task entailed reviewing available guidance documents from the FAA, DOA, the MDCPRD, the Miami -Dade County Public Works Department ( MDCPWD), the Miami -Dade County Planning and Zoning Department ( MDCPZD) and the South Florida Water Management District (SFWMD). The documents were reviewed to establish the rules and guidelines that were to be adhered to in the development of the Lake Management Plan.
