(MSA) provided professional engineering services to Miami - <br />Dade County Parks and Recreation Department (MDCPRD) which required assistance in <br />developing a Lake Management Plan to address concerns related to wildlife and aviation. <br />specifically as it relates to the excavation and operation of a lake at West Kendall District Park. <br />The Plan was developed with input from the Federal Aviation Administration (FAA), the United <br />States Department of Agriculture (DOA), and the Miami -Dade County Aviation Department <br />(IvIDAD), and addressed the following: safety concerns raised by affected agencies, alternative <br />lake design guidelines, wildlife management procedures and monitoring schedule. Also, a <br />Contingency and Monitoring Plan was prepared to address alternative management scenarios and <br />monitoring guidelines. The following were MSA's scope of services: <br />® Data Collection and Coordination - MSA coordinated and attended a kick -off meeting with <br />County staff and participated in a site visit of the proposed location of the Kendall Park Lake. <br />The purpose of the site visit was to document the existing site with photographs and field notes <br />of the project area. MSA arranged a meeting with Parks Department Staff and MDAD staff to <br />discuss the following topics: <br />E <br />• Project overview and components • Preliminary Plan components <br />• Likely air- strike hazards and concerns • Management and monitoring and <br />• Agency requirements contingency components <br />Meeting minutes were prepared and distributed to all attendants. <br />Plan Development - MSA with assistance from CH2NI HILL (sub - consultant) prepared, a brief <br />literature review based on available published information on lake design guidelines for lakes in <br />South Florida and Miami -Dade County. This Task entailed reviewing available guidance <br />documents from the FAA, DOA, the MDCPRD, the Miami -Dade County Public Works <br />Department ( MDCPWD), the Miami -Dade County Planning and Zoning Department <br />( MDCPZD) and the South Florida Water Management District (SFWMD). The documents were <br />reviewed to establish the rules and guidelines that were to be adhered to in the development of <br />the Lake Management Plan. <br />Draft Management Plan - MSA and CF12M HILL prepared a draft management plan using the <br />following preliminary outline: <br />1) Introduction: <br />_MESA <br />
