s <br />A <br />Landscape Architecture Projects <br />Federal Highway (US 1) Interim and Final <br />Enhancements, Delray Beach, FL <br />After the completion of 1 -95 and Florida's Turnpike in the late <br />1980s, there was a greatly diminished need for six north -south <br />travel lanes on US 1 through Delray Beach. This wide corridor <br />traversing through the Downtown area encouraged high speeds, <br />and last- minute lane changes near Atlantic Avenue resulted <br />in a high rate of crashes. In 1998 the Florida Department of <br />Transportation concluded that the corridor could operate at an <br />acceptable level of service if the road was reduced to two lanes <br />in each direction, and the project was included in the area's <br />Long Range Transportation Plan. In 2002 the City included the <br />project in the Downtown Master Plan, citing the need to reduce <br />speeds and accidents as well as add beautification. <br />Architectural, Landscape Architectural, <br />Engineering and Land Surveying Firms Only (CCNA) <br />However, US 1 between George Bush Boulevard and SE 10th Street had been six lanes for a long time. Some were concerned that <br />fewer lanes would result in increased traffic in the Downtown area. Computer modeling and extensive research by Kimley -Horn staff, <br />however, suggested otherwise. Still, an interim test period was warranted. In 2008, temporary signalization and traffic control barriers <br />were installed to study the real -world effects of fewer and narrower lanes and new signal timing plans on peak- and off - season traffic, <br />driver operating speeds, and accident rates. The changes were in place for a year in order to allow sufficient time to gather seasonal <br />and off -peak data. The results were better than expected. Traffic levels did not increase, and average driver operating speeds and <br />accident rates were reduced. In 2010, the CRA asked Kimley -Horn to go forward with designs for permanent improvements. By <br />reducing north- and southbound US 1 (NE 6th Ave. and NE 5th Ave.) to two lanes each way and providing parking on the east and <br />west sides of both avenues, City residents and visitors will soon enjoy the benefits of on- street, buffered parking: slower speeds and <br />a safer, more pedestrian- friendly environment; landscaping beautification and decorative, environmentally sensitive street lighting; <br />bicycle lanes; and a new sense of continuity with the Downtown area. <br />What residents and visitor will ultimately see is a natural progression and expansion of the village feel and tree -lined streets Delray <br />Beach residents and visitors have enjoyed in the Downtown area —a place where people can safely enjoy an evening stroll, where <br />on- street parking improves access to homes, shops, and restaurants, and where beautiful landscaping promotes a sense of <br />community pride. <br />RFO 14 -07 -02 <br />oyN 1.1.-0 S:my Isles Beare CM Lrjlg Prdessarzl SifV1S5. M� <br />Martin Luther King Jr. (MLK) Drive Beautification, Delray Beach, FL <br />Kimley -Horn is providing landscape architectural master planning services for the design <br />of landscape, lighting, and hardscape enhancements to the entire length of MLK Drive <br />in Delray Beach. This 1.5 -mile corridor will also commemorate Martin Luther King, Jr. <br />through design elements placed in the sidewalks or other special features placed in <br />the ROW. The design concept includes addition and relocation of sidewalks with end <br />ramps; decorative lighting; bump out islands with flowering trees, palms, and other <br />landscaping; mature live oaks planted on residential properties; and artwork on existing <br />utility poles. Master planning challenges include developing creative approaches to <br />address existing overhead utilities along the corridor, as well as prioritization and <br />phasing of improvements with respect to budget challenges. Similar to other community <br />enhancement master plans, public involvement is a key element in the success of this <br />project.
