Gary R. Ratay, P.E.
Project Manager
Continuing Stormwater Services, Cutler Bay, FL — Project manager for the creation of a
stormwater master plan for Cutler Bay to address flood protection activities and protect the
environmental quality of its canals. Kimley -Horn also developed a stormwater management
report to assist the Town in creating a stormwater utility. A stormwater utility generates a
dedicated stream of revenue to implement capital improvements and maintain an operation and
maintenance program associated with the stormwater plan. Kimley -Horn assisted Cutler Bay in
joining the National Flood Insurance Program (NFIP) and the Community Rating System (CRS)
so that federally funded flood insurance is available to the community. Kimley -Horn assisted
the Town in obtaining a CRS rating of 6 or a 20% reduction in flood insurance rates. Specific
roadway and drainage improvement projects completed from the stormwater master plan have
included the Cutler Ridge Elementary School Area Drainage Improvement and Saga Bay
Drainage Improvements. For each of these projects, Kimley -Horn provided services under the
General Civil Contract. Serving as project manager, the projects included roadway restoration/
resurfacing, drainage improvements, signing and pavement markings, swale restoration, new
drainage ouffalls and project permitting. Our team located the proposed drainage infrastructure
to minimize impacts to existing utilities and adjacent properties. The project also includes close
coordination with residential property owners and careful maintenance of traffic to minimize
impacts to the community.
Construction Engineering and Inspection (CEI) Service, Cutler Bay, FL — Project manager
overseeing construction for the Caribbean Blvd. Roadway Improvement project. The project is
a high profile critical community beautification project for the Town. Services include facilitating
progress meetings, contract clarification, pay application review, resident project representative,
and contract close out. The project also includes an extensive Public Information Program to
keep the Community advised and informed of all construction activities.
Town Engineering Services, Miami Lakes, FL — Served as town engineer, providing
numerous duties that are associated with engineering, utility, parks, planning, and other
engineering related issues. Specifically, Kimley -Horn provides services and acts as the town
engineer, public works staff, utility staff, and construction oversight staff. Specific roadway and
drainage projects have included the Lake Elizabeth Drainage Improvements, NW 154th Street
Drainage Improvements, Lake Glenn Ellen and Lake Cynthia Drainage Improvements, Loch
Ness Drainage Improvements, and the Cowpen and Eagle's Nest Drainage Improvements.
Stormwater Master Plan, Palmetto Bay, FL — Served as project manager for the development
of a stormwater master plan for the Village of Palmetto Bay to address flood protection activities
for its residents, and to protect the environmental quality of its many canals. In addition to
addressing stormwater management issues, Kimley -Hom developed a stormwater management
report to assist the Village in creating a stormwater utility. A stormwater utility generates a
dedicated stream of revenue to implement capital improvements and maintain an operation
and maintenance program associated with the stormwater system. The project tasks primarily
consisted of data compilation, development of a stormwater master plan, development of a
stormwater management report, and assisting the Village in joining the National Flood Insurance
Program (NFIP) so that federally funded flood insurance is available to the community. Specific
roadway and drainage projects have included the SW 148th Street Drainage Design and
Street Improvements, SW 164th Street Drainage, SW 146th Street Roadway and Drainage
Improvements, and the SW 89th Avenue Roadway and Drainage Improvements.
