FL 32164 <br />To whom It May Concern <br />CPH has provided engineering consulting services for roadway project; since the City was incorporated in 1999. <br />Since then CPH has conducted roadway evaluation surveys, coordinated traffic counts, developed bridge inspection <br />programs, performed roadway and intersection improvement projects, and provided construction administration and <br />inspection in accommodate the needs of the City. CPH has also conducted a roadway and stornwater evaluation <br />program for over 500 miles of collector and local roadways to be overlaid or repaired when required. The City has <br />impkmemted a 50 mile Par year program. CPH evaluated roadway conditions and assisted the City in providing the <br />desiym criteria for the overlay specs and repair methods. Design projects consist of roadway planning, complete <br />roadway design, stormwater surface management systems, pedestrian systems, signing and pavement marking <br />design signaliration design. maintenance of traffic (.NOT') design, and construction administration and inspection. <br />CPH recentk provided services for the Belle Term Parkway Four -Lane project including roadway and drainage <br />design, traffic smites, landscape architecture, utility design, right-of-way acquisition, surveying and environmental <br />smites. The project consisted of appmsbnately 4.1 miles of a four -lane divided roadway, four 12 -foot navel lanes <br />and two four -foot bicycle lanes. CPH also provided general traffic engineering services for the project, including <br />access management studies, tafic volume projections and traffic signal warrant analyses for five intersections. <br />An exemplary project was the analysis and design of Palm Coast Parkway & Brushwood Lane - Traffic Analysis <br />and Intersection Improvements. CPH worked with the Ciry Engineer and staff who originally pursued a traffic: signal <br />as a solution, but deferred to CPH's expertise to fmd a cost -effective solution which addressed multiple issues <br />including cut - through traffic, business and legal damages, and a significant safety problem. After analysis, CPH <br />found a design solution consisting of median and turn lane modifications in lieu of a signal, which not only <br />eliminated the need for a traffic signal (savings of 5370,000), but presented a win -win for afl stakeholders given that <br />the cut- through problem and safety issues were fully addressed and the concerned businesses were satisfied with the <br />proposed access. <br />The City of Palm Coast can attest to the firm's high standards for innovative and functional designs, responsive <br />smites and quality projects. CPH has provided us with extensive consulting and engineering services for projects <br />that include roadway, sreeacape design, multi-use trails, landscape archiwerme, drainage, recreational upgrades and <br />refurbishments and many other projects involving our municipal buildings and facilities.
