At RJ Behar, he is working with design and plans preparation for <br />miscellaneous civil engineering projects. Mr. Socaras has been involved in numerous traffic count studies. He is very <br />knowledgeable working with Microstation, AutoCAD, Corsim and Synchro software. <br />RELEVANT EXPERIENCE <br />Traffic Operations /Safety Studies — FOOT District 6, Florida <br />Traffic Operations/Safety Engineer — He is responsible for providing services including the development of safety and <br />traffic operations studies. <br />Traffic Engineering — City of Doral, Florida <br />Traffic Engineer — He is responsible for performing review of traffic calming studies, traffic impact studies and performing <br />traffic operations and safety studies for the City of Doral. <br />SR-836 Widening Traffic Study — Miami -Dade Expressway Authority, Florida <br />Technician — He performed the traffic study including 72 hour counts and turning movement counts and compiled the data <br />for the report. Project length: It is approximately 2.61 miles. <br />1.95/Donald Ross Road Interchange Design (IOAR), Florida - FDOT District 4 <br />Project Engineering responsible for developing all traffic engineering analyses including the Interchange Operational <br />Analysis Report (IOAR) to conform to State and Federal policies and guidelines. The study area includes the two <br />signalized intersections west and east of the 1- 951Donald Ross Road Interchange and the intersection of Donald Ross <br />Road with Heights Boulevard east of the interchange. Additionally, the unsignalized intersection of 64" Drive N. and <br />Donald Ross Road, located west of the interchange, is included. The study will include the appropriate ramps within the <br />subject interchange. <br />Interactive Planning Tool - Miami -Dade Metropolitan Planning Organization (MPO) - Miami -Dade County, Florida <br />Project Engineer — The scope included attending several meetings and providing meeting notes that included a list of <br />attendees and a summary of the items discussed. These notes were incorporated into the final report; tested the functions <br />of the interactive planning tool beta in -house and created a user guide consisting of written instructions and screenshots of <br />how to use each function; developed a draft list of 15-20 maps that would be included in the map series. The list included <br />descriptions of the area that will be shown in the map as well as the type of information illustrated; and developed and <br />produced the final report. <br />SR-80/Southern Boulevard Improvements PD &E Traffic Study, Palm Beach County, Florida — FDOT District 4 <br />Technician — He performed traffic counts and data collection. The FOOT District 4 and the Federal Highway Administration <br />are considering improvements to SR-80 in Palm Beach County, Florida. A Contamination Screening Evaluation Report <br />was conducted to determine potential adverse effects associated with the widening of SR-80 in accordance with the FOOT <br />Project Development and Environment (PD &E) Manual Volume 2, Chapter 22. The report identifies and evaluates the <br />presence of known or potential contamination, presents recommendations, and discusses possible impacts to the <br />proposed project Contamination Screening Evaluation Report.
