C <br />Continuing Professional Services for Architectural, Landscape Architectural, <br />Engineering and Land Surveying Firm Only (CCNA) - RFQ No. 14 -07 -02 <br />RJ Behar's experience also includes the construction inspection and supervision of wetland and fill1dredge <br />activities. We performed those services for the SFWMD at the Deering Estates Flow -way project which included <br />construction of a man -made wetland for educational purposes. We also inspected the Southern Crew Imperial <br />River restoration Phase 1 and 2. Restoration activities included regrading existing filled and agricultural areas, <br />filling ditches and removing berms in accordance with the proposed restoration plan. The completed project <br />provided shallow foraging habitat in the freshwater mars h areas and <br />gentle side slopes on the deep water depressions for tactile feeder <br />wading birds, specifically the Wood Stork, white ibis and roseate <br />spoonbills. Additionally, the plan provided and maintained the existing <br />Panther habitat. Existing Cypress areas remained and exotic <br />vegetation was removed. <br />FAMILIARITY WITH PERMITTING AGENCIES <br />Our experience with permitting includes all types of projects. In our <br />AtA project for the FDOT, as an example, we had to permit the <br />project with the FDEP and the US Army Corps of Engineers. The <br />project was inside the coastal construction control line (CCCL) and <br />included wetland (mangrove) impacts. We designed a mitigation project and coordinated it with a local <br />municipality, which allowed them to enhance an existing park alongside the Intracoastal Waterway. In the project, <br />we also prepared the stormwater pollution prevention plans to comply with the NPDES permitting for construction <br />activities. We prepared the fill and dredge plans, permitting and the mitigation site permitting. <br />i - <br />� <br />i <br />zuse:a — <br />j, zo.. • j <br />, <br />We recently permitted the 5th Street Bridge over the Miami Canal. We <br />prepared the entire fill and dredge permit plans that included work in the navigation channel, seawall construction <br />and outfall retrofits. <br />RJ Behar is currently serving as one of two firms who serve as District <br />Drainage Engineers (DDE) for the Central Water Control District. As DDE, <br />RJ Behar reviews plats, applications for water management work permits, <br />paving and drainage plans, as -built plans, and permit renewal applications <br />for conformance with the District's drainage regulations, standards, <br />procedures, and design criteria. RJ Behar also provides other services <br />including drainage criteria, manual updates, special studies, data collection <br />and monitoring, computer modeling, geographic information systems, <br />master planning, design, permitting, cost estimating, construction <br />inspection services, facilities financing, facilities operations and other <br />services as directed by the District. Permit reviews are conducted and <br />verified against District criteria. RJ Behar also participates in the District <br />Board Meetings as representative to the District. <br />RJ Behar also completed the permitting of the new Northlake Bridge over the Loxahatchee Slough in Palm Beach <br />County. The project included work in very sensitive wetlands for construction of berths, a new weir, and canoe <br />facilities. <br />For SE 3b Street Reconstruction in the City of Belle Glade, RJ Behar obtained permits from the SFWMD and the <br />South Florida Conservancy District (SFCD). Services included drainage design, utility relocation plans, and water <br />and sewer plans to be constructed as part of the roadway improvements <br />1� R.J.Behar <br />RFQ No. 14 -07 -02 1 Page 12.9 <br />
