STATEMENT OF QUALIFICATIONS <br />Craig A. Smith & Associates (CAS) is a Florida corporation licensed for the practice of professional <br />engineering, surveying and utility locates services. We are uniquely experienced in serving municipal <br />governments with general civil and specialty expertise in utility (water and sewer) engineering, <br />stormwater engineering, surveying, design, permitting, utility locates and project and construction <br />management. The firm was built by developing a team of professionals with varying disciplines to <br />service governmental client's needs. CAS has on staff the necessary professionals available for the <br />conceptual planning, design, permitting and construction management of projects. <br />CAS was established in 1980. Since then, the firm has expanded from its original technical orientation in <br />1 municipal engineering and surveying to a full service civil engineering practice with specialized expertise <br />in Engineering, Surveying, Grants /Loan Assistance, Construction Management, Utility Locates and CAD <br />Design & Development. <br />CAS professional, technical and administrative personnel numbering 30+ people represent professionals <br />in the fields of civil engineering, water and wastewater engineering, storm water engineering, surveying, <br />mechanical engineering, construction engineering, grant specialists, utility locating, computer sciences <br />and finance. <br />CAS is organized into five technical operating divisions, each under the supervision of a Vice President or <br />Director. Schriner, P.E., President, is responsible for the business development of the 30+ member civil <br />engineering and surveying firm with gross sales of $5.5 Million. Mr. Schriner initiates business <br />development opportunities and client coordination. Also supervises and manages the Governmental and <br />Utility Consulting Department. Mr. Schriner was also involved with securing and developing over 20 <br />municipal clients throughout South Florida. Mr. Schriner is involved with the conceptual design and <br />planning of water and wastewater treatment projects ranging in size from 1.0 MGD up to 10.0 MGD. Mr. <br />Schriner provides solid waste facility operating consulting to Glades County and Okeechobee County. <br />Directed the design and permitting of a 4.5 acre landfill addition at the Okeechobee County Landfill. As <br />County Engineer for Okeechobee County, Mr. Schriner has been responsible for the direction of all County <br />related projects including development review, County wide stormwater improvements as well as local <br />and state roadway improvements. Mr. Schriner has been directly involved with the development of three <br />(3) 80 acre+ industrial parks including water, sewer, paving and drainage design and project funding. <br />Mr. Schriner directed the production of numerous utility master plans for lake communities. <br />Orlando Rubio, P.E., Senior Supervising Engineer, is a designer of various surface water management <br />systems with established criteria, engineering principles, and normal construction practices.
