STATEMENT OF QUALIFICATIONS <br />1 conducts field and office visits with clients, permitting agency staff, and other project coordination as <br />necessary. Mr. Rubio worked for Broward County in the Water Resources Division. Mr. Rubio has <br />extensive experience reviewing complex surface water management license applications consisting of <br />1 administrative and legal data, engineering reports, computer program output and construction plans. <br />Mr. Rubio conducted review in accordance with established criteria, engineering principles, and normal <br />construction practices to produce a written report in a prescribed format. Mr. Rubio coordinated reviews <br />with the SFWMD, FDEP and /or County agencies and the delegation of the Environmental Resource <br />Permitting program for Broward County from SFWMD and FDEP. <br />Stephen C. Smith, P.E., Senior Vice President & COO, responsibilities include management of daily <br />business operations for 30+ member civil engineering and surveying firm with gross sales of $5.5+ <br />million. Oversee all areas of business including engineering, surveying, construction management <br />services, accounting and human resources. Specifically oversees all transportation/ roadway projects <br />including studies, reports and design. Ensure proper allocation of resources, staffing, financial <br />management, quality control and timely project completion. <br />William H. Landis, P.E., Senior Supervising Engineer, is a mechanical engineer with over forty (40) <br />years of experience (27 years in Florida) working with process pumping, piping, air handling, material <br />conveyance and controls for treatment plants and pump stations. Mr. Landis has worked with CAS <br />since 1980 and has designed, permitted, managed construction and assisted in project funding and <br />financial analysis for numerous projects throughout Florida. Responsible for the design and operations <br />of municipal water and wastewater utility system as well as stormwater systems and pump station design <br />projects. Specific areas of expertise include computer design, modeling and analysis, water and <br />wastewater instrumentation and controls, pipeline design, pump station instrumentation and controls, <br />utility financing, rate studies, and facility planning. Responsible for design of water distribution and <br />wastewater collection systems, lift stations and controls, improvement plans for gas, water, sewer, <br />paving, drainage, and all engineering related to land development improvements. Has participated in and <br />directed all of firm's sewer rehabilitation projects, to date. Responsible for utility system computer <br />analysis and modeling, developing rate structures, rates and charges for utility systems, preparing <br />developer agreements, utility acquisitions, utility atlas, network analysis, utility rehabilitation, utility <br />financing and all aspects of utility design and general utility consulting work. <br />Peter A. Kunen, P.E., Senior Supervising Engineer, has over ten (10) years of experience as a Project <br />Engineer /Manager in design and construction services in water, sewer projects and stormwater pump <br />stations. He coordinates water and wastewater permitting. Mr. Kunen has worked with several <br />municipalities such as City of Margate, City of Okeechobee, City of Tamarac, Town of Pembroke Park, <br />City of North Miami and Village of Sal Harbour. <br />Greg Giarratana, Senior Supervising Engineer, has vast experience with planning, permitting, designing <br />and construction management of various municipal /environmental engineering projects over the last 30 <br />years. Mr. Giarratana has successfully worked with the City of Moore Haven and has provided the <br />planning, design, permitting, bidding and construction management services for their water treatment <br />plant. These services included the installation of the plants third multimedia filter — cleanvell, 10 -inch <br />parallel watermain, VFD's on the high service pumps, a new well and an automated backwash system for <br />the filters. <br />Craig A.
