The radar technology minimizes utility conflicts during construction and minimizes change <br />orders. This technology is useful for creating and updating GIS systems, for which CAS has the <br />specialized staff in -house to assist the City with GIS mapping and for NPDES compliance. <br />1 CAS has extensive experience and specializes in providing Civil Engineering for community <br />redevelopment projects involving reconstruction of utilities, right -of -ways, infrastructure, stormwater <br />reconstruction and roadway reconstruction for numerous small and medium sized coastal <br />1 municipalities in Florida. The 3D Radar is capable of producing a tight 5' topographic grid producing <br />an accurate 3D terrain model of the right -of -way providing for complete and accurate grading plans. <br />We believe our successful experience with the unique needs of municipalities similar to Boynton <br />1 Beach in size and character will benefit the City. We specialize in design, permitting and <br />construction management of infrastructure redevelopment for existing and aged communities. <br />Similar communities include the Town of Pembroke Park, Town of Golden Beach, and the Village of <br />Bal Harbour. We service small projects with the same emphasis and commitment to quality as we <br />do the many large projects we have completed. We are client and service oriented. A similar model <br />project CAS just completed was the complete reconstruction of the Town of Golden Beach west of <br />Collins Avenue including three (3) adjacent island communities. This project was unique and <br />challenging due to very low elevations and tidal issues. Stormwater conveyance discharge and <br />treatment required unique designs. Also the soil conditions were extremely poor and unstable due <br />to muck from past mangrove islands. <br />CAS currently provides General Consulting and Civil Engineering Services as Town Engineer, City <br />Engineer, Village Engineer, District Engineer and County Engineer for numerous local government <br />agencies including: <br />City of Moore Haven (since 1995) Town of Golden Beach (since 2000) <br />City of Sweetwater (since 2000) Town of Pembroke Park (since 1989) <br />Spring Lake Improvement District (since 2004) Village of Bal Harbour (since 1987) <br />Mr. Stephen C. Smith, P.E., Senior Vice President, will serve as the point -of- contact and will be <br />assisted by the 40+ professional staff. The combination of Mr. Smith's thirty (30) year history in <br />Miami -Dade County and his vast experience with the types of projects outlined in the City's proposal, <br />will enable CAS to provide successful, timely and cost effective services to the City. Our 3D <br />Radar enhances this ability. Since a majority of our projects are grant funded, we are experienced in <br />designing within budget and on schedule. As Senior Vice President, Mr. Smith commits the firm's <br />professional, technical and financial resource to achieve the City's goals regarding time and <br />budget. <br />CAS is client oriented and not project driven.
