Rubio, PE <br />Senior Supervising Engineer <br />Engineering Department <br />Mr. Rubio has over 24 years of experience in the <br />engineering field with a primary focus in the water <br />resources engineering. <br />Responsible for the development of project scopes, stormwater master plans, <br />Federal Grant applications, advanced stormwater modeling using ICPR, HEC -RAS <br />& CHAN modeling software programs, construction plans of various surface water <br />management systems in accordance with established criteria, engineering <br />principles, and normal construction practices, development of environmental <br />resources permit packages and permit agency coordination. Conduct field & <br />office visits with clients, permitting agency staff, and other project coordination <br />as necessary. Conducts plan and engineer reviews for compliance for Municipal <br />Clients. <br />Selected Relative Experience: <br />City of Sweetwater Stormwater Improvements (Phase 1, IIA, III, & IW, Miami -Dade <br />County, Florida. 2002 - 2012 (Completed). As Engineer of Record, designed and <br />permitted stormwater improvements within an area of significant historical <br />flooding concerns. Improvements included the design of stormwater gravity <br />collection systems with 8 stormwater pumping stations by other CAS staff. <br />Performed computer modeling for each phase. Provided Construction <br />Engineering Services as requested by the City's CEI firm. <br />City of Sweetwater Stormwater Improvements (Phase IIB), MiamiDade County, <br />Florida. 2011 (Design Completed). As Engineer of Record, designed and <br />permitted stormwater improvements within an area of significant historical <br />flooding concerns. Applied for and obtained grant funding for project via FEMA- <br />PDMCG. Improvements included the design of stormwater gravity collection <br />systems with 2 stormwater pumping stations by other CAS staff. Performed <br />computer modeling for this phase. Will provide Construction Engineering Services <br />as requested by the City's CEI firm. <br />Okeechobee County Southwest Drainage Improvements, Okeechobee County, <br />Florida. 2008 - Completed. As Engineer of Record, designed and permitted <br />stormwater improvements in accordance with the CAS developed master plan <br />within an area of significant historical flooding concerns. Obtained FEMA HMGP <br />funds for project. Provided construction management services and project <br />certification. <br />Ranch Lakes Estates Stormwater Improvements (Phases 1, 11, & 111), Moore Haven, <br />Florida. 2008 - Completed. Design and permitting of stormwater improvements <br />within an area of significant historical flooding concerns. Applied for and <br />obtained grant funding for project via FEMA -HMGP. Improvements included <br />stormwater gravity collection system and 2 stormwater pumping stations by other <br />CAS staff. <br />Craig A.
