L' <br />�I <br />L <br />L <br />L <br />R <br />C <br />C <br />Sunny Isles Beach RFQ No. 14 -07-02 Section 1: Qualifications <br />Landscape Architecture <br />In close coordination with the City, final Construction Documents will be prepared with submittals at <br />30 %, 60 %, 90% & 100% completion. Our quality control team will review and validate the finished <br />product with a high level of technical performance. Recognizing the critical importance of cost manage- <br />ment when budgets are tight, ORDA will commence cost control procedures immediately upon issuance <br />of the Notice to Proceed on a particular project. <br />The techniques to be utilized by the team for cost control include: <br />Program and Budget Review; A detailed review of the program and budget will be conducted to en- <br />sure validity and compatibility. <br />Cost Trending: A careful charting of the on -going estimates will be performed to evaluate a direction <br />that might be developing as the project progresses. <br />Complete and Detailed Documents: Attention will be directed to complete, coordinated construction <br />documents in order to ensure tight bids and fewer change orders; the result will be cost control. <br />Cost estimate development and updates at the various stages will include quantification of all major pro- <br />ject elements, even at the earliest stages of plan development. Review of recent similar project cost his- <br />tory, subcontractor and supplier input at the design development stages are indispensable and will be a <br />major contributor to the accuracy of early budgeting as well as a key element in assisting with material <br />considerations in regards to cost and scheduling for that particular project. Progress estimates are pre- <br />pared from completed drawings to validate the budget or indicate if design cost exceeds budget parame- <br />ters. <br />O'Leary Richards Design has extensive experience in working with regulatory agencies and is familiar <br />with the permitting process within Miami -Dade County as well as the State of Florida Dept. of Transpor- <br />tation. Kathy O'Leary Richards and Bill O'Leary have been plan reviewers for FDOT as well as other mu- <br />nicipalities for numerous years and are well versed with the permitting process and procedures. ORDA <br />works closely with regulatory agencies during the initial stages of the project to define all applicable reg- <br />ulatory requirements. Additionally, ORDA will submit documents for review at appropriate stages of the <br />design effort to ensure compliance with regulatory requirements, and facilitate the permitting process. <br />Once final documents have been reviewed, approved and permitted, the team will then assist the City in <br />the bidding and contract negotiation phase followed by construction administration. The team is respon- <br />sible for the comprehensive and timely administration of all project documentation. The team will make <br />periodic visits to the site, record observations and report to the City all observations related to the status <br />of completion, quality of workmanship and compliance with the Contract Documents. The team has the <br />ability to meet desired timelines and deadlines as evidenced in past performance. As evidenced in this <br />proposal, the ORDA team specializes in public sector projects and is eminently qualified to serve the <br />needs of the City of Sunny Isles Beach.
