MCWH W010 ' <br />Planning <br />Comprehensive Plan Update: Monroe County has <br />contracted with K &S to update their Comprehensive Plan <br />Policy and Technical Documents to the 2010 -2030 planning <br />timeframe; the last update occurred in 1995.The County is <br />located in an Area of Critical State Concern, encompasses <br />the Florida Keys and portions of mainland Florida, <br />specifically the Everglades, and is home to approximately <br />70,000 residents. Due to the environmental sensitivity <br />of much of the land mass, its designation as a National <br />Marine Sanctuary and the ACSC designation, this project <br />includes extensive cooperative efforts with a wide - variety <br />of jurisdictional bodies, external agencies such as FDOT, <br />ACOE, DEP, US Navy, US Fish and Wildlife Service and the <br />Department of Community Affairs. <br />-7-7-1 <br />Evaluation and Appraisal Report (EAR): K &S also <br />prepared the EAR for the County.The EAR process involves <br />extensive public input to identify critical local issues; will <br />assess the success of the Goals, Objectives, and Policies <br />of the Comprehensive Plan; and gauge its compatibility <br />with the state and regional policies, plans and regulatory <br />requirements. Critical local issues include transportation <br />impacts to its main road, US -I; strategies to balance growth <br />and preservation of natural resources; water quality <br />improvements; and hurricane evacuation requirements.The <br />EAR was adopted in May 2012. <br />Environmental <br />Dune Restoration: For a 5 -mile beach renourishment <br />project in Broward County that had temporary construction <br />impacts to the dune system, K &S biologists documented <br />the vegetation impacts, prepared the restoration plan, and <br />planted and maintained dune vegetation. We just had our <br />3 -month inspection and we have 100% survival. <br />Environmental Permitting and Mangrove Mitigation <br />in North Miami: K &S designed two replacement bridges <br />along theArch Creek Shared Use Path connecting NE 135th <br />Street and the FIU Biscayne Bay Campus. We obtained all <br />environmental permits and authorizations on behalf of <br />the City of North Miami, including SFWMD, USACE, and <br />Miami -Dade County RER. Additionally, we prepared Bridge <br />Project Questionnaires to obtain USCG authorization. <br />Our biologists also documented and mangrove impacts and <br />coordinated the required mitigation. <br />Marina Repairs and Coral Relocation: For a '/. -mile <br />long breakwater in Ocean Reef that required repairs, K &S <br />biologists conducted a seagrass and coral survey. K &S <br />obtained the environmental permits and relocated the <br />corals from the construction zone. <br />Survey <br />Coconut Creek Casino: The Seminole Tribe of Florida <br />added additional space and a 7 story parking garage to <br />the Coconut Creek Casino. The space accommodates a <br />new gaming center, also restaurants, offices, and expanded <br />parking. K &S provided all of the surveying services <br />t KH:rrn and scnNAlts, RA.
