SECTION FOUR« <br />subsurface conditions and surrounding environment. <br />Where the preliminary design was the creation of a solution, <br />the detailed design phase represents the `nuts and bolts' <br />production of a constructible system. In this phase,engineers <br />and technicians work together to develop construction <br />plans for the project. It is our objective to rapidly produce <br />accurate plans and specifications that protect the City from <br />change orders. At project initialization, we will set forth <br />milestones that keep the design process on track. As tasks <br />are requisitioned under this contract, the Project Manager <br />will be committed to its completion as his top priority. <br />The key design professionals will meet with City personnel <br />at regular milestone intervals in the detailed design process. <br />It is our philosophy that the primary consumers of the <br />project be represented at design review meetings to assure <br />long -term satisfaction. This means that in addition to <br />Department Heads, other key personnel such as inspectors <br />and operations and maintenance staff are included in the <br />discussions to maximize the net benefits to the City. <br />During the detailed design phase, our engineers and <br />technicians will accomplish those tasks necessary to <br />design the most effective project.These include collecting <br />accurate existing condition information, conducting detailed <br />analysis and calculations for comprehensive engineering <br />design, and preparing construction drawings and contract <br />documents with meticulous quantity and cost estimates <br />for the proposed improvement. To minimize revisions to <br />final engineering drawings and bid documents, close liaison <br />with the City and approval agencies will be maintained so <br />that their input can be provided at all stages of the design <br />process. <br />The preparation of construction specifications and bid <br />documents is an often underappreciated effort. This <br />important component provides the legal and technical <br />backbone to the drawings, causing a contractor to adhere <br />to specific quality and quantity provisions. It is also the key <br />to regulating contractor behavior and approach including <br />quality, schedule and project administration. They are the <br />basis for protecting the City's and, thus, the public's interest <br />in the construction project. It is a task K &S takes very <br />seriously.This phase ends after review by the City and the <br />approval agencies and a definitive cost estimate based on <br />the proposed detailed design is conducted. <br />Phase IV - Approvals <br />Most of the requirements for approvals and permits will be <br />discovered and addressed in the preliminary and conceptual <br />design levels. They will be incorporated into the design. <br />Upon completion, final approvals for construction will be <br />sought. This includes: <br />• Submittal of detailed design drawings and bid documents <br />to key agencies for their review and approval. Attend <br />meetings, as required, to discuss the applications and <br />respond to their questions; <br />• Revise detailed design drawings and bid documents to <br />incorporate comments received from key agencies; <br />• Initiating and maintaining contact with key agencies <br />during the design phase will minimize required revisions; <br />• Prepare a construction schedule complete with <br />expected construction cash flow requirements; and <br />• Bidding process including advertising, site meeting, bid <br />analysis, recommendations and award will be carried <br />out. We take special care to assure all legal requirements <br />are met in this process to assure a smooth transition <br />from design to implementation. <br />Phase V - Services During Construction <br />K &S is very well known for our construction engineering <br />and inspection forces. We prefer to maintain involvement <br />with a project through its construction to ensure that the <br />integrity of the design is maintained. When our name is <br />associated with a design, we have a strong desire to assure <br />the intent and quality designed into the project is delivered <br />to our client. Most importantly, we offer the very practical <br />experience of our Project Manager in the inspection of <br />each project. The continuity and intimate knowledge of <br />each project from inception to final acceptance by the <br />City brings efficiency and effectiveness not available on <br />most engineering teams. In addition, our Project Manager <br />maintains excellent working relationships with City staff <br />and will be able to function as an extension of their <br />operations. Our participation also protects the City from <br />adverse claims by assuring design and bid assumptions <br />are clear and carried out accordingly. Additionally, our <br />knowledge of all aspects of the design provides us the <br />best perspective for interpretation and clarification on the <br />jobsite during construction. In this phase we provide the <br />following services: <br />Page 53 <br />• On -site construction supervision, which will ensure <br />that the work is built in conformity with engineering <br />drawings and specifications; <br />• Review and approval of shop drawings; <br />• Follow -up on rectification to the work, to ensure that <br />deficiencies are properly completed; <br />• Arrange and coordinate qualitative tests in the field to <br />insure quality construction; <br />• Obtain field information for the modification of <br />contract drawings to show the work as- built; <br />• Prepare payment certificates and process requisitions <br />from the contractor; and <br />• Conduct final project inspection and issue final <br />acceptance certificate. <br />KEITH and SCHSARS.
