Where the preliminary design was the creation of a solution, the detailed design phase represents the `nuts and bolts' production of a constructible system. In this phase,engineers and technicians work together to develop construction plans for the project. It is our objective to rapidly produce accurate plans and specifications that protect the City from change orders. At project initialization, we will set forth milestones that keep the design process on track. As tasks are requisitioned under this contract, the Project Manager will be committed to its completion as his top priority. The key design professionals will meet with City personnel at regular milestone intervals in the detailed design process. It is our philosophy that the primary consumers of the project be represented at design review meetings to assure long -term satisfaction. This means that in addition to Department Heads, other key personnel such as inspectors and operations and maintenance staff are included in the discussions to maximize the net benefits to the City. During the detailed design phase, our engineers and technicians will accomplish those tasks necessary to design the most effective project.These include collecting accurate existing condition information, conducting detailed analysis and calculations for comprehensive engineering design, and preparing construction drawings and contract documents with meticulous quantity and cost estimates for the proposed improvement. To minimize revisions to final engineering drawings and bid documents, close liaison with the City and approval agencies will be maintained so that their input can be provided at all stages of the design process. The preparation of construction specifications and bid documents is an often underappreciated effort. This important component provides the legal and technical backbone to the drawings, causing a contractor to adhere to specific quality and quantity provisions. It is also the key to regulating contractor behavior and approach including quality, schedule and project administration. They are the basis for protecting the City's and, thus, the public's interest in the construction project. It is a task K &S takes very seriously.This phase ends after review by the City and the approval agencies and a definitive cost estimate based on the proposed detailed design is conducted. Phase IV - Approvals Most of the requirements for approvals and permits will be discovered and addressed in the preliminary and conceptual design levels. They will be incorporated into the design. Upon completion, final approvals for construction will be sought. This includes: • Submittal of detailed design drawings and bid documents to key agencies for their review and approval. Attend meetings, as required, to discuss the applications and respond to their questions; • Revise detailed design drawings and bid documents to incorporate comments received from key agencies; • Initiating and maintaining contact with key agencies during the design phase will minimize required revisions; • Prepare a construction schedule complete with expected construction cash flow requirements; and • Bidding process including advertising, site meeting, bid analysis, recommendations and award will be carried out. We take special care to assure all legal requirements are met in this process to assure a smooth transition from design to implementation. Phase V - Services During Construction K &S is very well known for our construction engineering and inspection forces. We prefer to maintain involvement with a project through its construction to ensure that the integrity of the design is maintained. When our name is associated with a design, we have a strong desire to assure the intent and quality designed into the project is delivered to our client. Most importantly, we offer the very practical experience of our Project Manager in the inspection of each project. The continuity and intimate knowledge of each project from inception to final acceptance by the City brings efficiency and effectiveness not available on most engineering teams. In addition, our Project Manager maintains excellent working relationships with City staff and will be able to function as an extension of their operations. Our participation also protects the City from adverse claims by assuring design and bid assumptions are clear and carried out accordingly. Additionally, our knowledge of all aspects of the design provides us the best perspective for interpretation and clarification on the jobsite during construction. In this phase we provide the following services: Page 53 • On -site construction supervision, which will ensure that the work is built in conformity with engineering drawings and specifications; • Review and approval of shop drawings; • Follow -up on rectification to the work, to ensure that deficiencies are properly completed; • Arrange and coordinate qualitative tests in the field to insure quality construction; • Obtain field information for the modification of contract drawings to show the work as- built; • Prepare payment certificates and process requisitions from the contractor; and • Conduct final project inspection and issue final acceptance certificate.
