He has conducted hundreds of traffic studies in <br />Southeast Florida. His studies have been reviewed and approved by the Florida <br />Department of Transportation (FDOT), numerous municipalities, counties, and <br />other consulting firms acting as consultants to public agencies. <br />Mr. Vargas has presented numerous times in front of city and county commission <br />meetings. He has also served as expert witness for the public and private <br />sectors. For the FDOT, Mr. Vargas served as expert witness on several cases <br />involving parking, access, and internal site circulation /queuing issues. He also <br />represented the City of Tamarac in a traffic - concurrency related case. For the <br />public sector, Mr. Vargas represented Seawalk Point in Hallandale, State Farm <br />Insurance, Mobil, Inc. in Naples, Holiday Isle in the Florida Keys, and several <br />Florida Keys developers. <br />Florida Department of Transportation (FDOT) Experience <br />Between 1996 and 2006, Mr. Vargas served as traffic operations and safety <br />consultant to the Florida Department of Transportation (FDOT). During this <br />period, he conducted over 200 traffic engineering assignments for the FDOT, <br />including the Florida Keys Hurricane Evacuation Study completed in 2001. He <br />currently serves as hurricane evacuation consultant to the FDOT. <br />Mr. Vargas has also presented at the FDOT's scoping committee, attended <br />meetings, city commission meetings, and public workshops on behalf of the <br />FDOT.
