Car <br />REQUEST FOR QUALIFICATIONS N0. 14 -07 -02 <br />Creating a park that meets this <br />criteria begins at the earliest of <br />planning stages and continues <br />throughout the parks development. <br />Park design is a fluid process with <br />the park's ultimate design including <br />not only the facilities that are <br />dictated by the users but should <br />include many other functions that <br />the user may not have even thought <br />of.
