REQUEST FOR QUALIFICATIONS NO. 14 -07 -02 <br />proposal. The steps represent the general process for a storm water /drainage or a transportation <br />design, permit. bid, build project: <br />Kick Off Meetings <br />Upon being given a specific engineering project by Sunny Isles Beach. Mr. Taylor and other key <br />personnel will meet with the appropriate City staff to define the project scope, discuss the budget. <br />and develop a detailed schedule. He will then hold an "internal" kick -off meeting with the CTA Team <br />to discuss the City of Sunny Isles Beach's expectations, the scope, and the schedule. <br />Information Gathering and Review <br />The CTA Team will gather as much available information as available. This will include as- builts, <br />atlases, studies, and past survey information. We will search for existing studies, reports, technical <br />information, and design documents for the existing water mains (North Miami Beach), sanitary <br />sewers, lift stations, drainage, gas, telep one_and_electric._Also,_we_wiII seek public and private <br />utility atlases and as- builts for seas ce�ar within the project limits. <br />We will review City design standards, details- CAD- standards /files, -and technical specifications, <br />agency permitting requirements /determine regulatory agencies ha`vingIjurisdiction, and their <br />submittal requirements /We will also gather any other available geotechnical and environmental <br />data within the project limits. <br />During this phase, CTA/ will p <br />I <br />review existing conditions. <br />Topography, Base Mats and C <br />CTA will integrate survey ata t <br />(DTM) information required for <br />preliCfaDigital inary site wal <br />m Terrai <br />the <br />areas considered to be critical to <br />the additional digital terrain model <br />signs and computer modeling <br />A survey will be required which utilizes theANbrth American Vertical Datum (NAVD) 1988 and ties to <br />Miami -Dade County Land Survey - Section Benchmark Minimum Technical Requirements for the <br />surveying will be per the Florida B Benchmarks. <br />of Professional Surveyors and Mappers in Chapter <br />61G17 -6 of the Florida Administrative Code. pursuant to Section 472.027 Florida Statutes. <br />Storm Water /Drainage Analysis, Design, & Modeling (& Geotechnical) <br />Based on the Digital Terrain Model (DTM) model, CTA will create a computer model of the existing <br />storm water system. At a minimum, the goal is to provide flood control for the 5 -year, 24 -hour storm <br />event where possible. Some areas within the City of Sunny Isles Beach were constructed at very low <br />elevations thereby making it difficult to meet this standard: however, this will remain the level of <br />service target. When tides are high and storm systems are located off the coast, water can backflow <br />into low lying streets. Backflow prevention is therefore a major consideration. The objective will be <br />to maintain static heads at or below the lowest road crown elevation in each drainage basin and to <br />minimize or eliminate standing water on the roadways during those storm events. The next level of <br />service goal is to prevent standing water from exceeding the top of the road crown elevation during <br />a 10 -year, 24 -hour storm event.
