Florida. <br />The project area consists primarily of residential land uses. with commercial development located along the <br />major roadways. Schools, community centers. and parks are located within the residential neighborhoods. <br />Residential development occurred within the late 1940's. 1950's and 1960's. The existing infrastructure was <br />in disrepair. and in need of rehabilitation and replacement to conform to modern standards. In the initial <br />development of the residential neighborhoods no storm sewer was included, nor were any storm water <br />treatment facilities and drainage problems were evident. CTA prepared a Basis of Design Report (BODR). <br />which identified major deficiencies and provided recommendations for improvements. The objective was to <br />conduct a planning level analysis and design of stormwater management alternatives. The ultimate goal was to <br />identify alternatives which achieve the highest level of service at a reasonable cost. interconnected pond routing <br />(ICPR) model Version 2.1 was used as the analysis tool to design and size all drainage facilities. The model <br />was used to generate flood hydrographs at each sub - basin. route design flood hydrographs through the <br />drainage system. and estimate flood stages and durations. At a minimum. the goal was to provide flood <br />control for the 5 -year. 24 -hour storm event. The objective was to maintain static heads at or below the lowest <br />ground surface elevations in each basin to minimize Or eliminate standing water during those storm events. <br />The second higher level of service goal was to prevent standing water from exceeding the top of the road <br />(crown) elevation during a 10 -year, 24 -hour storm event. The third and highest level of service goal was to <br />prevent house flooding (finished floor elevation) during the 100 -year, 72 -hour storm event. Proposed <br />crossings of Broward Boulevard was a result of the <br />undersized existing culvert serving all of Melrose <br />Park. An internal collection system was necessary <br />to convey runoff from drainage basins to the main <br />conveyance systems as a result of the lack of an <br />existing collection system. Based on the proposed <br />collection systems, more conveyance system <br />upsizing and regrading. a more efficient main <br />outfall system. 35th Avenue Ditch was proposed to <br />be culverted in order to provide necessary capacity <br />to convey runoff to the North New River. <br />The drainage system designed by CTA consisted of <br />exfiltration trenches. swales and an <br />interconnected piping system, which provided the <br />majority of the project area with a positive outfall <br />system. <br />SECTION 2 - QUALIFlCATIONS <br />REQUEST FOR QUALIFICATIONS NO. 14-07 -02 <br />Central County Neighborhood Improvement I Project <br />Broward County, Florida <br />Mr. Alan Garcia, P.E..
