FLO <br />Ty OF sk)�4 }.• <br />TO: <br />VIA: <br />FROM: <br />DATE: <br />RE: <br />City of Sunny Isles Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />(305) 947-0606 City Hall <br />(305)949-3113 Fax <br />MEMORANDUM <br />Honorable Mayor and City Commissioners <br />Stan Morris, City Manager <br />Genesis Cuevas, Purchasing Manager <br />June 15, 2023 <br />Award ITB 23-04-01 Disaster Debris Management and Removal Services <br />RECOMMENDATION: <br />Staff recommends approval of this Resolution. <br />REASONS: <br />Pursuant to the Code of Ordinance § 62-6(d), all purchases of and contracts for equipment, supplies <br />and contractual services, when the estimated cost shall exceed $50,000.00 shall be based on <br />competitive bids. <br />As such, the City of Sunny Isles Beach released an Invitation to Bid (ITB) seeking qualified, experience <br />and licensed firm(s) hereinafter referred to as the Contractor (the "Contractor" or Debri <br />Management Contractor (the "DMC") to remove, process, and lawfully dispose of disaster generate( <br />debris from public property and public rights-of-way in response to an emergency event. Such events <br />include but is not limited to, hurricanes, tornadoes, windstorms, floods, and fires or manmade <br />disaster(s) such as civil unrest and terrorist attacks. Contractor shall provide all expertise, personnel, <br />tools, materials, equipment, transportation, supervision and all other services to rapidly respond to <br />volumes of wide scale debris. It is the intent of the City to award contracts to a Primary and a <br />Secondary Contractor for these services in order to insure adequate resources at the time of an event. <br />There is no guarantee that a Notice to Proceed (NTP) will be issued under the awarded agreement <br />NTP's will only be executed in the event of a declared emergency. The Consultant shall have a <br />profound understanding of the documentation involved for the reimbursement from FEMA, or other <br />Federal Agencies, and the State relief programs to make the process of cost recovery efficient and <br />accurate. <br />Item Number: 10.1 <br />263 <br />
