Monitoring Approach/Procedures: <br />DP&O has the capability to deploy debris monitors within 24 hours from notice -to -proceed. When <br />additional debris monitoring personnel are needed to meet requirements of the contract, DP&O shall <br />increase the number of debris monitors as needed. <br />DEBRIS MONITORING OPERATIONS <br />DP&O shall coordinate with the City to schedule debris removal monitoring and contractor operations. DP&O <br />shall provide a Project Manager who shall be responsible for the overall project management and coordination of <br />the debris monitoring services required to oversee the debris removal operations. The Project Manager shall be <br />the point of contact to the City. The Project Manager shall assign Field Operations Manager(s) to oversee the <br />debris removal contractor(s), monitors, and a Data Manager to provide supervision of the data entry operations <br />and documentation process. The Project Manager's duties include but are not limited to the following: <br />A. DP&O Project Manager shall ensure enough trained debris monitors are available to monitor the "first <br />push" (cut & toss) operations. <br />B. DP&O Project Manager shall ensure a sufficient number of trained debris monitors are available to <br />monitor all "first pass" and subsequent passes of debris removal and hauling activities. <br />C. DP&O Project Manager shall provide tower/disposal site monitors to observe and record all debris loads <br />entering the temporary debris management sites. <br />D. DP&O Project Manager shall provide tower/disposal site monitors to observe and record all debris loads <br />exiting the temporary debris management sites for final disposal. <br />E. DP&O Project Manager shall provide data entry and document processing personnel if applicable. <br />F. DP&O Project Manager shall conduct safety meetings with field staff, as necessary. <br />G. DP&O Project Manager shall respond to and document issues regarding complaints, damages, accidents, <br />or incidents involving DP&O or Contractor personnel and ensure that they are fully documented and <br />reported. <br />H. DP&O Project Manager shall coordinate daily briefings with the City and the debris removal contractor(s), <br />daily status reports of work process and staffing. <br />I. DP&O Project Manager shall ensure the documentation of environmental authorizations and/or permits <br />for temporary debris management sites and final disposal. <br />J. DP&O Project Manager shall review and reconcile debris removal contractor invoices submitted to the <br />City. <br />K. DP&O Project Manager shall prepare interim operations and status reports, and final report, as directed <br />by the City. <br />FIELD MONITORING <br />DP&O shall provide trained staff in sufficient numbers to adequately monitor all operations supervised by Field <br />Operations Managers. Duties of monitors shall include, but are not limited to, the following: <br />A. Truck certification and documentation of all vehicles used in the debris removal activities. <br />B. Quality assurance/quality control (QA/QC) of truck certification measurements throughout life of project. <br />C. Provide monitoring services and documentation of all eligible debris removal activities on non -Federal <br />Aid eligible roadways, As Directed by the City — First Push (Cut & Toss) and First Pass. <br />D. Provide monitoring services and documentation of all eligible debris removal activities from second and <br />subsequent passes on all roadways, As Directed by the City. <br />E. Ensure that ineligible debris is not collected by the debris removal contractor, unless directed in writing <br />by the City. <br />Cl] <br />Rin <br />
