PHASE II - Long Term Recovery <br />The DP&O Team's approach to the long-term recovery process is further described under the "Approach to the <br />RFP Scope of Work" provided below. However, key aspects to the DP&O Teams' approach to the Long -Term <br />are as follows: <br />DP&O'S LIFE CYCLE APPROACH TO FUNDING: Ensures Maximum Funding Opportunities for the <br />City. <br />Implementation of Lessons Learned <br />Through the approach section the DP&O Team will demonstrate our lessons learned from past events that should <br />benefit the City. <br />Periodic Adjustment of Resources <br />As the recovery proceeds, needs may shift from grant management to procurement to construction oversight and <br />engineering estimates review. DP&O will adjust the staff mix as necessary during all phases of recovery. <br />Database Reporting <br />DP&O will utilize our Disaster Claims Management System platform to maintain all Disaster Recovery costs, <br />PW submittals, and Track Funds. DCMS will prevent duplication of data entry and facilitate long term storage of <br />volumes of disaster documents in audit proof format. <br />Once the Scope of Work and Cost Estimate is complete, supporting back-up documentation will be attached. <br />These may include procurement policies, contracts, bid tabulations, invoices, purchase orders, proof of payments, <br />pay policies, payroll registers, Force Account daily activity logs, equipment logs, and emergency call logs, <br />damage assessment validations, blueprints, etc. <br />These PW support documents will be part of an applicant's grant application as required by federal regulation and <br />are to be maintained in the document management system for possible future audit. <br />The PW final project and cost estimate with supporting documents would then be submitted to FEMA PA Portal <br />and DP&O will answer all Portal `BEI" Questions promptly for Prompt document submittal entry for JFO review <br />and submittal to CRC and EMMIE for obligation. <br />64 <br />qA <br />
