MEMORANDUM <br />TO: Honorable Mayor and City Commissioners <br />FROM: Environment Sustainability Advisory Committee <br />DATE: August 17, 2023 <br />RE: Adoption of the Dune Master Plan <br />RECOMMENDATION: <br />The Environment Sustainability Advisory Committee ("ESAC" or "Committee") recommends adoptioi <br />of this Resolution. <br />REASONS: <br />On January 20, 2022, via Ordinance 2022-576, the City created the ESAC for the purpose of providing <br />guidance and advice regarding the City's efforts to provide and promote general environmental <br />improvement trends, such as "green initiatives" and "sustainable development". <br />Pursuant to the ESAC's powers and duties, the Committee made an advisory recommendation that <br />the City develop and adopt a Dune Master Plan ("DMP"). Dunes are an important part of the City' <br />coastal ecosystems that provides a habitat to a distinctive subset of regional biota, including the City's <br />sea turtles. They also provide storm protection by maintaining and supplying sand to the City's <br />beaches, protecting inland coastal areas from storm damage and flooding by coastal waves and <br />elevated sea levels through the elevation and stored sand volume. <br />Adoption of a DMP empowers the City to better understand the ongoing needs of the City's coasta <br />native landscape and provides a comprehensive action plan to achieve and sustain coastal resiliency <br />by providing standards and recommendation for dune creation, preservation, and maintenance. <br />ADDITIONAL INFORMATION: <br />Pursuant the ESAC's recommendations, on July 20, 2022, the City engaged the South Florida Audubo <br />Society to assist with the development of a DMP. Upon its completion, it was presented to the City <br />Commission December 4, 2022.
