PROJECT APPROACH/METHODOLOGY <br />As an integral part of our approach and prior to be- <br />ginning execution of any project, the WA team will sit <br />down with key personnel from the City and discuss <br />each particular project in detail. From that discus- <br />sion we will develop a plan of action. This plan will <br />outline all sensitive issues for dialogue and develop <br />a format for facilitating input. It will also recommend <br />the best approach for making information available <br />to the public and keeping them informed. <br />Ability to Control Schedule and Budget <br />In order to accomplish the project goals, an architec- <br />tural and engineering coordinator are strategically <br />placed within the organization to insure integration <br />of all disciplines during design and construction. In <br />addition, a quality control coordinator is positioned <br />with an independent group of in -house profession- <br />als to review and validate the finished product with a <br />high level of technical performance. This integrated <br />and proven approach to the organizational structure <br />offers the City a paradigm that enhances the deliv- <br />ery of quality work within the proposed schedule and <br />budget. <br />Cost Control Methods <br />Recognizing the critical importance of cost manage- <br />ment when budgets are tight, WA will commence <br />cost control procedures immediately upon issuance <br />of the Notice to Proceed on a particular project. <br />The techniques to be utilized by the team for cost <br />control include: <br />Program and Budget Review: A detailed review <br />of the program and budget will be conducted to <br />ensure validity and compatibility. <br />Systems Budgeting and Estimating: All budget <br />estimating will be divided into subsystem com- <br />ponents to allow for identification and control of <br />specific problem areas. <br />• Cost Trending: A careful charting of the on -go- <br />ing estimates will be performed to evaluate a <br />direction that might be developing as the project <br />progresses. <br />CITY OF SUNNY ISLES BEACH <br />RFQ No. 14 -07 -02 1 yy <br />WOLFBERG ALVAREZ & PARTNERS <br />Complete and Detailed Documents: Attention <br />will be directed to complete, coordinated con- <br />struction documents in order to ensure tight bids <br />and fewer change orders; the result will be cost <br />control. <br />Cost estimate development and updates at the <br />various stages will include quantification of all ma- <br />jor project elements, even at the earliest stages of <br />plan development. Review of recent similar project <br />cost history, subcontractor and supplier input at the <br />design development stages are indispensable and <br />will be a major contributor to the accuracy of ear- <br />ly budgeting as well as a key element in assisting <br />with material considerations as regards to cost and <br />scheduling for that particular project. We will prepare <br />budget estimates at several stages of document de- <br />velopment (30 %, 60 %, 90% and 100 %). Progress <br />estimates are prepared from completed drawings <br />to validate the budget or indicate if design cost ex- <br />ceeds budget parameters. <br />The scope of a particular project that would be con- <br />sidered under this RFQ, in conjunction with the cur- <br />rent market conditions will significantly impact any <br />estimates of actual cost and will require an under- <br />standing of, and sensitivity to, these factors. <br />Schedule Control Methods <br />WA takes pride in an outstanding record for re- <br />sponsiveness to established schedules. Particularly <br />important to this contract is our exceptional record <br />for meeting constrained schedules for contracts in- <br />volving public facilities. In the execution of similar <br />work, the firm has always met schedule demands. <br />Schedule management for this contract will be ac- <br />complished through proven project management <br />procedures combined with a productive project team <br />and an ongoing schedule evaluation process.
