5.1.21 Does the photo traffic enforcement systems utilize digital cameras or <br />video? <br />5.1.21 (a) Images should be clearly discernable without the use of <br />enhancement equipment. Image enlargement is acceptable. <br />5.1.21 (b) Cameras or video should be capable of consistently <br />obtaining clear photographs in all weather and lighting conditions. <br />5.1.21 (c) Each camera or video system should be capable of performing <br />internal calibration tests for accuracy and functionality every 24 hours <br />Evidence of testing should be imprinted on the digital camera image. Test <br />failures should prevent oiieration of the failed unit <br />5.1.21 (d) Cameras or video should be as automated as possible for set-up <br />settings such as aperture, focus and leveling. <br />5.1.22 Systems should have a separate point of service for power. Power <br />will not be obtained from the traffic signal cabinet. The Contractor is <br />responsible for obtaining power. The Contractor is responsible for the costs <br />associated with operating the systems. <br />5.1.23 Fixed systems should be installed and shall operate independent of <br />existing traffic signal control equipment. <br />5.1.24 Installation of fixed equipment should not require cutting, removal of <br />any other alterations to roadway pavement. <br />5.1.25 Malfunction of the enforcement systems should not interfere with or <br />cause a malfunction in the normal cycling and operation of the traffic control <br />s stem. <br />5.1.26 The Contractor is responsible for locating any underground utilities, <br />submitting any plans required by City Code and obtaining any necessary <br />permits. Installations must be performed in accordance with current <br />professional standards and applicable local, state and federal guidelines, <br />rules and regulations. <br />5.1.27 The Contractor should provide and install all photo enforcement <br />signage in accordance with applicable statute.
