CITY op <br />City Commission Marcum LLP, our independent audit firm, has issued unmodified opinions on <br />the City's financial statements for the fiscal year ended September 30, 2023. The <br />La Svechin independent auditors' report is located at the front of the financial section of this <br />Mayyoror report. <br />Alex Lama <br />Vice Mayor An unmodified opinion is issued when an auditor believes that the financial <br />Jerry Joseph statements are free from material misstatement. Information is considered <br />Commissioner material if the omission or misstatement can influence the economic decision of <br />users of the financial statements. <br />Fabiola Stuyvesant <br />Commissioner The City's financial statements have been prepared using the reporting model in <br />Jeniffer Viscarra accordance with Governmental Accounting Standards. Management's <br />Commissioner Discussion and Analysis (MD&A) immediately follows the independent <br />auditors' report and provides a narrative introduction, overview, and analysis of <br />the basic financial statements. MD&A complements the letter of transmittal and <br />Stan Morris should be read in conjunction with it. <br />City Manager <br />Mauricio Betancur THE CITY OF SUNNY ISLES BEACH <br />City Clerk, CMC <br />Profile <br />The City occupies 1.78 square miles in the northeastern corner of Miami -Dade <br />County, the most populated county in the State of Florida. With an estimated <br />population of 21,996 people, the City ranks 15th in population amongst the 34 <br />municipalities in the County (Sources: US Census Bureau 2022 Census <br />Estimates). The City is located on a barrier island bounded by the Atlantic <br />Ocean on the east and the Atlantic Intracoastal Waterways on the west. The City <br />has been developed primarily for residential purposes. <br />The City was incorporated in 1997 and operates under a Council -Manager form <br />of government. Policy-making and legislative authority are vested in the <br />governing commission, which consists of a Mayor and four Commissioners. <br />The City Commission is vested with policy -setting authority, adopting the <br />annual budget, approving general purchases and services of the governmental <br />operations, appointing committees, and hiring the City Manager, City Clerk and <br />City Attorney.
