Questionnaire Form <br />What controls has the Bank put in place to prevent wire transfer fraud to prevent ACH and Wire <br />Transfer fraud? <br /> <br />If a fraudulent wire transfer is discovered, the City should immediately contact our <br />Treasury Management Service Support (TMSS) Team by phone at (866) 475-7262. The <br />specialist will gather all relevant information and urgently request a recall, as well as open <br />a case with our Global Security Team for further recovery efforts. <br /> <br />ACH Fraud Control services provide effective tools to control the ACH transactions that <br />post to your accounts. <br /> <br />Our most comprehensive solution, ACH Positive Pay, lets the City create filters to specify <br />allowable ACH transactions using TD eTreasury. ACH items received that do not match <br />your filter criteria are presented daily between 7:00 a.m. and 2:00 p.m. ET via TD <br />eTreasury, allowing you to accept or return the items. ACH Positive Pay also gives you <br />the ability to update your existing filters online to minimize future exceptions. <br /> <br />With ACH Block and Filter service, the City provides instructions to restrict all ACH activity <br />on its account or specify the transactions that should be paid automatically. Upon receipt <br />of your instructions, we will begin monitoring your accounts and return ACH items that do <br />not meet your predefined criteria. The City will not need to do anything further once it's <br />defined the block and filter criteria – items will be paid or returned automatically by the <br />Bank based on your instructions. <br /> <br />What has been the Proposer’s experience with fraud in the wire transfer area? <br /> <br />The majority of Wire Fraud scenarios involve business email compromise or <br />invoice/payment fraud where an employee of the business is sent instructions to legitimately <br />send a wire that is routed to a "bad actor". TD eTreasury has several authorization features <br />that allow a business to verify outgoing payments and protect their business from fraudulent <br />wires before sending: <br /> System Administrator establishes the level of user access <br /> System Administrator can disable and add users <br /> Dual Control is available for System Administrative functions <br /> System Administrator can assign users daily dollar limits per item/per batch/per day <br />for ACH, wires, and book transfers <br /> System Administrator determines ACH and wire transaction approval requirements <br /> Dual Control is required for all ACH and wire transactions Infrastructure Features <br /> <br />D.
