5.4.Other Pricing Scenarios <br />a.Open Market Items or Sourced Goods. Bidders can provide an alternative method of costing to cover any <br />product and/or service not covered by Common Pricing Methodologies due to the projects or <br />application’s specifications, conditions, and/or requirements. <br />b.Additional Discounts and Savings. A Bidder may disclose the volume requirements and subsequent <br />discounts extended to Members who purchase larger than normal volumes. All other rebate programs or <br />incentives should be described and quantified as a part of your Cost Proposal. <br /> <br />5.5.All Products & Services Must Be Priced <br />All products and additional services including, but not limit to installation, delivery, tech support, training, and other <br />services must be priced. Any product or service provided free of charge should be listed in order to be included on <br />any resulting contract award. <br /> <br />6.Evaluation Process <br />6.1.Evaluation Caveats <br />a.Proposal Rejection. The Proposal Review Team reserves the right to reject any and all proposals, in whole <br />or in part, received in response to this RFP. All proposals will be reviewed for responsiveness to the <br />material requirements of the solicitation. Proposals that are materially non-responsive will be rejected <br />and CCOG will provide notice of rejection to the Bidder. <br />b.Negligence. Negligence on the part of Bidder in preparing its proposal submitted in response to this RFP <br />confers no right of modification or withdrawal of Bidder’s proposal after the proposal due date. <br />c.Competitive Range. It may be necessary to establish a competitive range. Factors from the evaluation <br />criteria will be used to make this determination. Responses not in the competitive range are unacceptable <br />and do not receive further award consideration. <br />d.Past Performance. A Bidder’s performance and actions under previously awarded contracts to schools, <br />local, state, or federal agencies are relevant in determining whether or not the Bidder is likely to provide <br />quality Products & Services to our members; including the administrative aspects of performance; the <br />vendor’s history of reasonable and cooperative behavior and commitment to customer satisfaction; and <br />generally, the Respondent’s businesslike concern for the interests of the customer. <br /> <br />6.2.Evaluation and Scoring of Proposals <br />The Proposal Review Team will evaluate based on Bidder’s proposal submission. Proposal scoring will be weighted <br />as described in this section. Bidders should not assume that the Proposal Review Team is familiar with current or <br />past work activities of any Bidder. <br /> <br />In scoring the proposals, the PRT will score in two (2) parts: <br /> <br />a.Part One – Technical Proposal Scoring Criteria: <br />The PRT will score Technical Proposals by assessing a Bidder’s response to the questions presented in <br />Proposal Form One: Technical Proposal. The PRT will read, review, discuss, and reach consensus on the <br />final technical score for each Technical Proposal. <br /> <br />A maximum of 65 points will be awarded for the Technical Proposal and points will be distributed <br />according to the schedule below. <br />Supplier Overview & Qualifications <br />Twenty (20) total points allocated to: <br />Page | 12 <br /> <br /> <br />
