7.Clarification & Negotiation <br />7.1.Proposal Clarification <br />Bidders identified as finalists may be requested to participate in a proposal clarification discussion as part of the <br />evaluation process, if deemed necessary. The PRT reserves the right to select Bidders within the competitive range <br />for discussion and may not seek clarification of all Bidders. Any Bidders interviewed will bear all their costs of any <br />scheduled interview. <br /> <br />7.2.Negotiation <br />CCOG, in its sole discretion, may request all Bidders in the competitive range to submit a Best and Final Offer. <br />Bidders must submit their Best and Final Offers in writing. If a Bidder does not respond to the request for a Best <br />and Final Offer, that Bidders most recent offer will be considered to be its Best and Final Offer. <br /> <br />8.Final Scoring and Supplier Recommendation <br />The total of each Bidder’s Technical Proposal and Cost Proposal will be added together to calculate the final points <br />awarded to each Bidder. <br /> <br />9.Final Supplier Recommendation <br />The PRT will recommend to CCOG the Bidder or Bidders deemed responsive and whose proposals are most advantageous <br />to Members, taking into consideration factors such as price and the evaluation of criteria in the Technical Proposal. <br /> <br />10.Contract Award. <br />10.1.Award Criteria <br />CCOG will award the contract to the responsible Bidder whose proposal is most advantageous with price and other <br />factors consideration factors such as price and the evaluation of criteria in the Technical Proposal. The decision to <br />award multiple contracts, award only one contract, or to make no awards rests solely with CCOG. <br /> <br />10.2.Award Caveats <br />CCOG is under no obligation to issue a contract as a result of this solicitation if, in the opinion of CCOG and the PRT, <br />none of the proposals are sufficiently responsive to the objectives and needs of Members, CCOG, or Equalis Group. <br />CCOG reserves the right to not select any Bidder should CCOG decide not to proceed for any reason. <br /> <br />11.Protests <br />11.1.Protest of RFP <br />A protest may be filed by a prospective or actual Bidder alleging improprieties in the issuance of the RFP or any <br />other event preceding the deadline for proposal submission. The protest must be sent via email to <br />Procurement@EqualisGroup.org and prior to the proposal due date. <br />11.2.Contract Award Protests <br />Any potential or actual Bidder objecting to the award of a contract resulting from the issuance of this RFP may file <br />a protest of contract award and must be submitted no later than 12:00 PM Eastern of the eighth (8th) calendar day <br />after the public announcement of contract award.
