On August 28, 2024, the city received three (3) electronic proposals from Dolphin Towing and Recovery, <br />Inc., Midtown Towing of Miami, Inc, and Prestige Auto Transport Towing & Recovery. Two out of the <br />three firms were considered responsive/responsible for further review. On Wednesday, November 13, <br />2024, the city held a publicly advertised sunshine evaluation committee meeting to review the two firms <br />that were deemed responsive. In addition to the meeting, the evaluation committee meeting visited the <br />towing yards of Dolphin Towing and Recovery, Inc. and Midtown Towing of Miami, Inc,. Following the <br />site -visits and review of the proposals, the committee recommends the City Manager to award a <br />contract to both towing companies on a rotating basis. <br />ADDITIONAL INFORMATION: <br />The RFP contained Minimum Qualification Requirements that proposals must meet in order to be <br />determined responsive. The MQRs were: <br />1. Proposer must maintain an office and adequate storage facility located within a ten (10) mile radius of <br />the Government Center located at 18070 Collins Avenue, City of Sunny Isles Beach, Florida. Proposer <br />must provide proof of ownership or lease agreement for the storage facilities with the proposal <br />response. <br />2. Proposer must provide copies of a general towing and wrecker service license. Proposer shall be fully <br />licensed to perform the work described herein and shall comply with all applicable State statutes and <br />local codes and ordinances. <br />3. Proposer and/or named parties to the response to this RFP must successfully service at least two (2) <br />commercial clients and one (1) government agency of similar size and scope as being requested in this <br />RFP since 2019. <br />• The RFP Package is available upon request to the City Clerk's Office. <br />• Verified Governmental References are available upon request to the City Clerk's Office. <br />• Firm's Proposal available upon inspection. <br />FUNDING SOURCE: <br />Revenue Contract. <br />Pursuant to § 166.04465, Florida Statutes, as may be amended from time to time, the contractor shall <br />impose and collect a twenty five percent (25%) Administrative Fee or Charge of the maximum towing <br />rate on the registered owner or other legally authorized person in control of a vehicle or vessel on behalf <br />of the City for vehicles towed from public property within the geographic bounds of the City. <br />ATTACHMENTS: <br />Resolution <br />Dolphin Towing Submission <br />Midtown Towing Submission <br />Item Number: 9.Y <br />621 <br />
