Building Description and Architectural Significance <br />334 Atlantic Avenue is a Mediterranean Revival style structure. The house consists of two <br />rectangular wings, symmetrically placed around a central courtyard and connected by a <br />two-story breezeway. It is a two-story masonry structure. Character -defining features include <br />barrel -tile roofs, a two-story gallery with arches, arched window groupings, courtyard, <br />breezeways, balconies, wooden brackets and pendants, decorative wrought iron balconette, <br />small coats of arms flanking windows, and iron lanterns. Water is within view on three sides of <br />the structure, and the placement of the property in context to the environment was noted in the <br />original 1984 County designation. The property has a large front lawn with palms. <br />The pergola, which was on a separate, adjacent parcel to the residential structure, suffered <br />damage after Hurricane Wilma. The pergola was deemed structurally unsafe, and demolished <br />via a Certificate of Appropriateness approved by the City's Historic Preservation Board in 2007. <br />Request <br />The owners' request a Special Certificate of Appropriateness (COA) for demolition of the <br />structure (see Appendix A). The request is based on changing circumstances regarding <br />flooding, sea level rise, and climate change and the associated hardships related to maintaining <br />the property. The owners have submitted information from a professional structural engineer as <br />part of their request. <br />The basis for request is the issue of climate change, sea level rise and flooding, which is not <br />contemplated in the City's COA review criteria. It is accurate that the risk of flooding and sea <br />level rise is of legitimate concern to many historic resources in Miami -Dade County. See <br />attached Appendix E for additional information. <br />The applicant has indicated they do not want to demolish the structure now. They want to obtain <br />full use and enjoyment of the property for residential uses with a structurally sound residential <br />structure. <br />Review Criteria <br />The following review criteria apply to the request for the Special COA for demolition: <br />City of Sunny Isles Beach Code <br />Decisions on certificates of appropriateness <br />§171-10. The Board's decision on an application for a certificate of appropriateness shall <br />be based upon an evaluation of the compatibility of the physical alteration or <br />improvement with surrounding properties and, where applicable, compliance with the <br />following: <br />A.
