Other guidelines/policies/plans adopted or approved by resolution or ordinance <br />by the City Commission. <br />The City of Sunny Isles Beach has not adopted any guidelines, policies, or plans pursuant to <br />§171-10(B). The City does not have any criteria in the Code specific to demolition requests. <br />Analysis <br />The request for demolition is analyzed based on the criteria for COA review as outlined in the <br />City of Sunny Isles Beach code. Code Section §171-10 includes the following criteria for review: <br />1) an evaluation of the compatibility of the physical alteration or improvement with surrounding <br />properties and 2) compliance with the Secretary of the Interior's Standards for Rehabilitation <br />and other guidelines/policies/plans adopted by the City Commission. <br />As to an evaluation of the compatibility of the physical alteration (in this case, demolition) with <br />surrounding properties, demolition leaving a vacant lot would not be compatible with the <br />residential nature of the area. New construction built to current codes could potentially be <br />non -compatible with surrounding properties. Properties immediately adjacent to the structure <br />are built at -grade, similar to the current structure at 334 Atlantic Avenue. Properties in the <br />immediate vicinity built in 1951, 1957, and 1972 arguably also do not meet current building <br />codes. New construction that is elevated or substantially different may not be compatible with <br />surrounding properties; however, this is speculative given that no new construction plans were <br />submitted with the demolition request. <br />The Secretary of the Interior's Standards for Rehabilitation (SOIS) are utilized here as the <br />primary review criteria given that no additional guidelines, policies or plans have been adopted <br />by the City. The Applicant states that a new structure would be more compatible and that <br />structural deficiencies prevent rehabilitation and alteration (see Letter of Intent, page 3) and <br />therefore, the SOIS are not applicable. However, no specific information has been provided that <br />demonstrates the structural deficiencies identified could not be corrected. In the absence of <br />such information, rehabilitation is presumably feasible to address issues such as roof <br />connections and masonry reinforcement. <br />The following analysis evaluates compliance with the SOIS based on the information provided <br />with the application.
