THE CITY OF SUNNY ISLES BEACH <br />PROJECT NO. 21-1011 <br />BUILDING DEPARTMENT RELOCATION TO ANNEX <br /> <br />Project No. 21-1011 November 2024 014300 QUALITY ASSURANCE-1 <br />SECTION 014300 <br />QUALITY ASSURANCE <br /> <br />PART 1 - GENERAL <br /> <br />1.1 QUALITY ASSURANCE <br /> <br />A. The Contractor shall clearly prescribe an effective Quality Assurance Plan in accordance <br />with Industry Workmanship Standards (ISO 9000, ANSI 1.8 and other approved Quality <br />Program). The plan shall assure adequate quality throughout all areas of the Contract. <br />The Quality Assurance Plan shall ensure compliance with the requirements of the Contract <br />Documents within the Contractor's, subcontractors’ and suppliers’ organizations. <br /> <br />B. Within the Contractor’s Quality Assurance Plan a section shall be dedicated to the <br />Contractor’s Quality Control Plan to ensure that all construction assemblies, installations <br />and productions comply with the requirements of the Contract Documents performed by <br />the Contractor, subcontractors and suppliers. <br /> <br />C. Personnel performing quality functions shall have sufficient, well-defined responsibility, <br />authority and the organizational freedom to identify, evaluate quality problems and to <br />initiate, recommend or provide solutions. <br /> <br />1.2 AUTHORITY VERIFICATION <br /> <br />A. The Contractor's Quality Assurance Plan shall be subject to Architect/Engineer's of Record <br />verification at any time. Verification may include but no limited to: <br /> <br />1. Surveillance of the operations. <br /> <br />2. Auditing. <br /> <br />3. Inspection to measure quality of items to ensure compliance with all requirements. <br /> <br />4. Proper record keeping of activities affecting quality. These records shall be available <br />for review. Records are considered one of the principal forms of objective evidence <br />of quality. <br /> <br />1.3 OWNER’S QUALITY ASSURANCE <br /> <br />A. All Work is subject to MDC’s quality assurance inspection and testing at all locations and <br />at all reasonable times before acceptance to ensure strict compliance with the terms of the <br />Contract Documents. <br /> <br />B. MDC’s quality assurance inspections and tests are for the sole benefit of MDC and do not: <br /> <br />1. Relieve Contractor of responsibility for providing adequate quality control <br />measures; <br /> <br />2. Relieve Contractor of responsibility for damage to or loss of the material before <br />acceptance; <br /> <br />3. Constitute or imply acceptance; or <br /> <br />4. Affect the continuing rights of MDC after acceptance of the completed Work.
