The board of 1854 <br />trustees may enter into franchise agreements with Florida 1855 <br />district school boards and may establish the terms and 1856 <br />conditions governing such agreements. The board of trustees 1857 <br />shall establish the performance and accountability measures and 1858 <br />report the performance of each school district franchise to the 1859 <br />Commissioner of Education. 1860 <br /> (j) The board of trustees shall submit to the State Board 1861 <br />of Education both forecasted and actual enrollments and credit 1862 <br />completions for the Florida Virtual School, according to 1863 <br />procedures established by the State Board of Education. At a 1864 <br />minimum, such procedures must include the number of public, 1865 <br />private, and home education students served by program and by 1866 <br />county of residence. 1867 <br /> (k) The board of trustees shall provide for the content 1868 <br />and custody of student and employee personnel records. Student 1869 <br />records shall be subject to the provisions of s. 1002.22. 1870 <br />Employee records shall be subject to the provisions of s. 1871 <br />1012.31. 1872 <br /> (l) The financial records and accounts of the Florida 1873 <br />Virtual School shall be maintained under the direction of the 1874 <br />board of trustees and under rules adopted by the State Board of 1875
