for a growing department. This concept delayed a bid for a new restaurant <br />while this option could be further researched. In July of 2021, the City <br />Commission passed Resolution 2021-3215 directed the city manager to solicit <br />proposals from an architectural and engineering firm to conduct a feasibility <br />study of this concept. (Attachment 2) <br />• In February of 2022, the City Commission passed Resolution 2022-3302 to <br />enter into an agreement with Architects Design Group to conduct a needs <br />assessment and site feasibility study. (Attachment 3) <br />• While the study was being performed, in July 2022, the City Commission <br />passed Resolution 2022-3376 unanimously to lease the space to Suffolk. This <br />was a prudent and responsible action as it was currently vacant and revenues <br />could be realized while the study was being conducted. (Attachment 4) <br />• As the study continued, the City Commission approved Resolution 2022-3403 <br />unanimously in September 2022 realizing the advantage of renting the space <br />for some revenue while it was unusable to others. (Attachment 5) <br />• At the City Commissions request, the City issued RFP 22-09-01 for a restaurant <br />lease and operations at 18050 Collins Avenue in September 2022. Through <br />the approval of Resolution 2022-3446 (Attachment .6), the bids were rejected <br />at the recommendation of the City Manager at the December 2022 meeting. <br />o After thorough review, I, as the City Manager, was not confident in the <br />success of the two proposals for several reasons. I would only <br />recommend for your approval something that I am confident is a good <br />business decision for the city. <br />■ With over 400 contacts made, it was concerning that only two <br />would follow through with submitting a proposal, as this is a long- <br />term and financially significant commitment. <br />■ The past failure of two other restaurant operations agreements <br />with the City. Tony Roma's and the Passion Restaurant Group, <br />which was the proposed restauranteur for Gateway Park that <br />canceled their agreement with the city after much was invested <br />in time and planning by the City. <br />■ Being located immediately adjacent to the Government Center, it <br />was important that it was a good fit; serving breakfast, lunch and <br />dinner, affordable, family atmosphere and a safe environment for <br />children and families that visit the library versus a happy hour, <br />night club, party atmosphere. And in consideration of the safety <br />of the numerous children that attend the library. Neither of these <br />bidders met all of the criteria for those assurances. (Attachment <br />6.a.) <br />o This was the recommendation of the City Manager. It was up to the City <br />Commission to decide. After discussion, it was approved. <br />■ Three public speakers supported approving the resolution to <br />reject all bids. <br />■ The discussion by the Commission supported the rejection of the <br />bids. <br />Page 2of6 <br />390 <br />
