Vice Mayor Lama proposed using this space for offices and focus <br />on what is the business of the city and not try to be landlords. <br />Consensus was to reject the bids and enter into a 6 -month lease <br />extension with Suffolk. Commissioner Stuyvesant proposed to <br />go back out to bid in 3 months but consensus wanted to wait so <br />as not to waste bidders time to rebid and us not award in the <br />event that Suffolk requested another extension or the garage <br />construction was delayed. The rebid was specifically excluded <br />from the motion. <br />• On May 4, 2023, we held a special workshop on the site assessment and <br />feasibility study for the Police Station in which the consultant ADG confirmed <br />that the former Tony Roma's location was not suitable for a Police Station. <br />• Through Resolution 2023-3459, the City Commission approved an amendment <br />to the lease agreement with Suffolk to extend the term to June 2023 with <br />additional rent totaling $20,000 / month, equal to the amount Tony Roma's was <br />supposed to be paying had they not defaulted. (Attachment 7) <br />• In July 2023, the City Commission approved Resolution 2023-3526 extending <br />the lease with Suffolk again to July 31, 2023. (Attachment 8) <br />o Note: Total revenues collected from Suffolk for the lease of the empty <br />space left by the defaulted agreement with Tony Roma's was <br />$276,742.31 which includes $61,739.36 in tax payments and <br />$21,505.16 in utilities. <br />• With several failed RFP processes, Procurement surveyed potential bidders as <br />to why they did not bid. One big reason was parking. Currently there is not <br />enough parking and is grossly insufficient for a full restaurant and event venue <br />as what was proposed. Based on this information, it was suggested and <br />approved to move forward with a smaller rental space that better fits the <br />location, adjacent to the Government Center, and generates revenue while also <br />providing office space for the Building Department. Therefore, the City issued <br />a Letter of Interest (See Attachment 9 - Procurement Roadmap). <br />• In January of 2024, after a bid process, the City Commission approved <br />Resolution 2024-3611 (Attachment 10) that approved an agreement with BEA <br />Architects, Inc for the renovation of the facility to house the Building Department <br />and a cafe. This concept solved the problem of space in the Government <br />Center and the desire for on-going income from the property as a rental. The <br />contract price approved is $263,609.88 of which $192,785 has been spent to <br />date. <br />That is the history of where we are today. <br />More recently, over the last couple of years, the City Manager has been tasked with <br />evaluating and improving the Building Department. There were false accusations of <br />incompetence and unethical behavior. As such, after resurrecting and credentialing the <br />police department, I commenced a thorough review of the Building Department. We <br />found that it met the highest ethical standards and was performing better than should be <br />expected considering the poor working conditions in which they tolerated. This was an <br />independent study through an objective and experienced consultant that sat on the board <br />of the BOAF (Building Officials Association of Florida). <br />Page 3 of 6 <br />391 <br />
