ORDINANCE NO. 2025 - <br />AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br />FLORIDA, CREATING CHAPTER 4 OF THE CODE OF ORDINANCES OF THE CITY OF <br />SUNNY ISLES BEACH ENTITLED "CEREMONIAL RECOGNITIONS"; PROVIDING FOR <br />LEGISLATIVE INTENT; PROVIDING FOR DEFINITIONS; PROVIDING FOR TYPES OF <br />RECOGNITION; PROVIDING FOR CRITERIA; PROVIDING FOR CODIFICATION; <br />PROVIDING FOR AN EFFECTIVE DATE. <br />WHEREAS, the City Commissioner of the City of Sunny Isles Beach (the "City") seeks to <br />establish a formal policy for the issuance of ceremonial recognitions to ensure such honors are <br />granted in a consistent, transparent, and equitable manner; and <br />WHEREAS, the City Commission finds it in the best interest of the City to adopt a <br />structured process for ceremonial recognitions, with defined criteria, submission requirements, <br />approval procedures, and issuance limitations; <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF SUNNY <br />ISLES BEACH, FLORIDA, AS FOLLOWS:' <br />Section 1. Incorporation of Recitals. The foregoing "WHEREAS" clauses are hereby ratified <br />and confirmed as being true and correct and are hereby made a specific part by this Ordinance <br />upon adoption hereof. <br />Section 2. Creation of Chapter 4 of the City Code. Chapter 4 of the City Code of Ordinances <br />is hereby created to read as follows: <br />Section 4-1. — Purpose and Intent. <br />It is the purpose and intent of this chapter to establish a formal process for the issuance of <br />ceremonial recognitions in the City of Sunny Isles Beach. In accordance with Section C -2.2(a) of <br />the City's Charter, the Mayor is designated as the head of City Government for all ceremonial <br />purposes, and nothing provided herein shall interfere with said designation and function. <br />Recognitions shall be issued by the Mayor on behalf of the City Commission, with established <br />approval requirements and eligibility criteria. <br />Section 4-2. — Types of Recognition and Criteria. <br />A. Key to the City. <br />(1) Purpose: Reserved for visiting dignitaries or individuals or organizations with <br />extraordinary contributions to the City. <br />(2) Criteria: Must meet one or more of the following: <br />a. Visiting foreign or domestic dignitary; <br />b.
