c. Exceptional achievements in arts, culture, sports, or public service; <br />d. Acts of philanthropy or national/international recognition bringing positive <br />attention to the City. <br />(3) Approval: <br />a. Requires submission 60 days prior to proposed issuance; <br />b. Requires a letter of recommendation from a City Commissioner; <br />c. Requires City Commission approval by super -majority at a regular meeting the <br />month prior to issuance; <br />d. Limit: Five (5) per calendar year. <br />(4) Presentation: At the City's annual anniversary event or City Commission workshop, as <br />warranted or appropriate. <br />(5) Restrictions: <br />a. Shall not be issued to political candidates, political committees, former or current <br />City elected officials, lobbyists, members of the media, or for-profit entities; <br />b. Shall not be issued to individuals with criminal backgrounds or ethical violations; <br />c. Shall not be issued within six (6) months of an election if requested by a member <br />of the Commission seeking re-election. <br />B. Proclamations. <br />(1) Purpose: To recognize significant civic contributions, events, or causes. <br />(2) Criteria: <br />a. Community service or civic engagement; <br />b. Awareness campaigns relevant to the City; <br />c. Cultural or historical relevance. <br />(3) Approval: <br />a. Requires submission 14 days in advance to the City Clerk via official request form; <br />b. Requires City Commission approval by simple majority; <br />c. Signed by both the Mayor and sponsoring Commissioner; <br />d. Limit: Eleven (11) proclamations per calendar year per elected official. <br />(4) Presentation: At a City Commission Workshop or official event, with invitation <br />extended to full City Commission. <br />(5) Restrictions: <br />a. Shall not be issued to political candidates, political committees, former or current <br />City elected officials, lobbyists, members of the media, or for-profit entities; <br />b. Shall not be issued to individuals with criminal backgrounds or ethical violations; <br />c. Shall not be issued within six (6) months of an election if requested by a member <br />of the Commission seeking re-election. <br />C. Certificates of Appreciation/Achievement. <br />(1) Purpose: To recognize community service, achievement, or contribution. <br />(2) Criteria: <br />a. Community service or volunteerism; <br />b. Notable accomplishments in education, sports, or arts. <br />(3) Approval: <br />a. No Commission approval required; <br />b. No limit on issuance; <br />c.
