The ITB contained Minimum Qualification Requirements (MQRs) which the Bidder must meet in order for the Bidder to be considered responsive. The Minimum Qualification Requirements "MQRs" were as follows: a. The Bidder shall hold the proper license in the State of Florida to perform the Scope of Work set forth within this solicitation to include being registered as a Certified Mechanical Contractor and/or Certified Air Conditioning Contractor with the State of Florida along with registration to conduct business in the State of Florida in all required disciplines. Bidder must provide a copy of the applicable license(s) with bid response. b. The Bidder must have been awarded Prime Contractor and successfully performed three (3) projects of similar or greater size, scope, and complexity to the specifications of the ITB within the last five (5) years. c. The Bidder shall provide reference letters for no less than three (3) projects in which Bidder served as Prime Contractor for projects similar in size and scope. On Wednesday, June 18, 2025, the city held an in-person non -mandatory pre-bid meeting that included citywide site -visits to the facilities with the project managers. Nine (9) interested bidders attended the meeting. On Friday, June 27, 2025, the City received nine (9) electronic bid submissions: CT Mechanical, Cool Water Air Conditioning, Con-Mech, Inc, Advanced Air Systems, Jorda Mechanical, Southern Comfort Solutions Inc, Green Air Innovations, JCR Mechanical Contractor, Inc. and Temptrol Air Conditioning, Inc. Upon review of each bid, the recommendation is to award and enter into agreements with RGEN Enterprises, LLC, d/b/a Cool Water Air Conditioning as the primary awardee, in an amount NTE $183,600.00, for the following locations: Gateway Park (151 Sunny Isles Blvd), Pelican Community Park (18115 N Bay Rd), Public Works Compound (19160 Collins, Avenue), and The Spot (215 185 Street). The initial contract resulting from this solicitation shall be for a two (2) year period from the contract's initial effective date of August 1, 2025. Upon completion of the initial term, the contract may renew for an additional one (3) year period, upon approval by the City Commission. ADDITIONAL INFORMATION: Con-Mech, Inc., is being recommended as the secondary awardee under a separate resolution. Copies of the complete contract file, including all exhibits, attachments, and references are on file with the Office of the City Clerk and are available upon request.
