All significant natural resources and systems shall be protected from <br />incompatible land uses, including the Intra-coastal Waterway, coastal <br />wetlands and mangrove areas and reestablished coastal dune systems and <br />vegetation. <br />3C. The City of Sunny Isles Beach shall not increase maximum densities and <br />intensities in the Coastal High Hazard Area beyond that which is permitted in <br />the Comprehensive Plan and Land Development Regulations as of May 1, <br />2016, including bonuses and transfer of development rights provided therein. <br />The provision of facilities and services to accomplish the timely evacuation of <br />the City's residents in advance of approaching hurricanes shall be a priority of <br />the City of Sunny Isles Beach's transportation planning and hurricane <br />preparedness programs. <br />3D. Bulkhead repair or construction shall include the placement of rip -rap except <br />where placement would be a hazard to navigation, or public safety, or would <br />preclude continued public recreational uses. Alternatives to rip -rap, such as an <br />area of wave- absorbing material built into a seawall, shall be evaluated for <br />use in places where rip- rap is not practical or safe, and where boat wakes <br />create hazards to navigation. <br />3E. A wide range of public water -oriented opportunities shall be provided at the <br />water's edge within the coastal areas in the City of Sunny Isles Beach. Through <br />its Development Review process, the City shall continue to afford greater <br />visual and physical public access to the beach and Intra-coastal Waterway. <br />3F. The City shall place a high priority on maintaining existing water -dependent <br />uses (i.e., uses which cannot exist or occur without association with coastal or <br />estuarine water masses), and water -related uses by the public by identifying <br />appropriate, environmentally compatible areas for such activities. Priority will <br />be given in land planning by the City for water -dependent land uses along the <br />shoreline. <br />3G. New developments along the beach and Intra-coastal Waterway at a minimum <br />should include environmentally compatible shoreline access facilities such as <br />walkways, piers, and viewing areas with landscaping grouped or spaced for <br />views of and from the water. <br />3H. The use of causeways, road rights -of -way and canal easements at shorelines <br />shall be expanded wherever possible and additional sites sought to provide <br />public access for water -related activities. <br />FUTURE LAND USE Page 114 <br />B-19 <br />
