RFP #26-01-01 Professional Lobbying Services
February 18, 2026
local government advocacy and procurement matters, and (4) long-standing working relationships with
the decision-makers who influence appropriations, policy, and agency action affecting municipalities.
HOW GRAYROBINSON MEETS AND EXCEEDS THE CITY’S REQUIREMENTS GrayRobinson currently
represents more than 40 cities, counties, and local government entities across Florida. In addition to state-
level lobbying, we routinely assist municipalities with local advocacy before county commissions, local
agencies, and regional bodies on matters involving procurement, intergovernmental coordination,
funding partnerships, and policy initiatives. This dual perspective provides a practical understanding of the
challenges facing coastal and urban municipalities, including resilience, infrastructure, public safety,
transportation, environmental protection, and public finance.
Not only do members of the GrayRobinson team represent the interests of our clients, but many of our
consultants and attorneys have devoted portions of their careers to serving Floridians in the Legislature,
the Governor's Office, and state agencies. The GrayRobinson Government Affairs and Lobbying Section
includes a former member of U.S. Congress, three former Speakers of the Florida House of Representatives,
a former State Senator, a former Secretary for the Florida Department of Environmental Protection, a
former Chief of Staff for the Florida Department of Business and Professional Regulation, a former Florida
House and Senate General Counsel, former counsel to the Speaker of the Florida House, county
commissioners, city mayors, local government finance and policy experts, and former political consultants.
This inside experience enables us to provide clients with a unique perspective on the most efficient means
of meeting their goals and objectives within the halls of government.
Our team has collectively served and advocated under multiple Florida Governors and maintains strong
working relationships with legislative leadership, key committee chairs, agency heads, and executive staff.
These relationships are critical when advancing municipal appropriations requests, navigating agency
rulemaking, resolving regulatory issues, and positioning local priorities within statewide policy discussions.
UNDERSTANDING OF MUNICIPAL DYNAMICS Through years of work with municipalities in the South
Florida region, our team understands the distinct policy environment of Miami-Dade County and the
importance of positioning each city’s priorities independently and strategically within broader state
discussions. We recognize that municipalities within the same county often have different goals, needs,
and approaches, and our advocacy reflects that reality.
PROVEN SUCCESS IN APPROPRIATIONS, POLICY, AND AGENCY ADVOCACY We have successfully
represented public sector clients before the Legislature, the Executive Office of the Governor, and state
agencies on matters involving legislative appropriations, procurement, utility and infrastructure projects,
economic development, resiliency initiatives, and public finance matters. Our work extends well beyond
the legislative session, as we regularly assist clients with executive branch advocacy and local lobbying
year-round. You will find examples of our success on behalf of local government clients throughout this
proposal.
RECOGNITION AND PROFESSIONAL DISTINCTION Our sustained growth, market leadership, and recurring
recognition as one of Florida’s top lobbying firms reflect both the strength and stability of our platform.
Our team was named “Legal-Lobbying Firm of the Year” by Influence Magazine in 2019, 2021, and 2023,
and GrayRobinson is consistently ranked among the five top-grossing lobbying firms in the state by Florida
