17 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />On behalf of the City of Hollywood, we worked with stakeholders to secure over $50 million for the <br />traditional beach management program and over $11 million for post-Hurricane Irma damage recovery <br />for Florida’s beaches and shorelines. <br />COUNTY-LEVEL ADVOCACY <br />Our team brings substantial, hands-on experience navigating Miami-Dade County government on matters <br />that directly affect municipal finances, liability exposure, and long-term operational stability. We routinely <br />advocate before the County commission and related entities on highly technical issues, including funding <br />allocations, employment policies, public safety initiatives, and intergovernmental approvals, where County <br />decisions materially impact city budgets and projects. This experience allows us to anticipate the County’s <br />concerns, align municipal initiatives with the County’s priorities, and position proposals for approval while <br />minimizing risk. <br />On behalf of a contracted vendor, helped secure more than $6 million in County funding for public <br />safety technology for the Miami-Dade Police Department. <br />On behalf of the Miami Downtown Development Authority, helped secure $10 million in ARPA <br />funding from Miami-Dade County for a mental health facility and associated services. <br />Helped secure employment funding and benefits for County employees via the American Federation <br />of State, County, and Municipal Employees (AFSME). <br />Regularly help clients position initiatives for success by pursuing and securing governmental approvals, <br />competitive project awards, and public funding support. <br />ASSISTING LOCAL GOVERNMENTS IN EMERGENCIES AND TIME-SENSITIVE SITUATIONS <br />When urgent issues arise, we know how to get direct access to state leadership and move quickly. <br />Served as a liaison between local government leadership and the Executive Office of the Governor <br />during COVID-19, helping secure executive order flexibility, virtual meeting authority, and operational <br />continuity. <br />Successfully advocated for tolling and suspension of FRS/DROP terminations so essential employees <br />could be retained during the pandemic. <br />HELPING MUNICIPALITIES SHAPE STATE POLICY <br />We help cities change state law when existing law does not work for them. <br />Helped pass legislation authorizing anchoring limitation areas for waterfront communities after a <br />multi-year effort. <br />Helped amend transportation, public safety, and public records laws to address specific local concerns. <br />Helped expand allowable uses of Tourist Development Taxes for beach nourishment, transportation, <br />and water projects. <br />▪Potential conflicts of interest. <br />GrayRobinson confirms that we are not aware of any existing contracts with clients that will materially <br />interfere with or create a conflict of interest in our advocacy efforts on behalf of the City with any agency <br />within Miami-Dade County or the State of Florida. If a potential conflict arises, we will seek a waiver from <br />one or both parties. If a waiver or agreement cannot be reached, we will address the issue and withdraw
