16 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />Helped the City of West Palm Beach secure more than $4.8 million for a railroad crossing project, <br />bridge rehabilitation, emergency evacuation traffic signal hardening, resiliency improvements, and fire <br />rescue equipment. <br />Helped the City of Greenacres secure more than $2.8 million across multiple years for sewer expansion, <br />road expansion, and youth facility construction to serve growing community needs. <br />Helped the City of Tampa secure more than $45 million in Resilient Florida Grant funding for flood <br />mitigation, stormwater, and infrastructure initiatives, including $25 million for lower peninsula <br />stormwater improvements, $10 million for SoHo flood relief, $5 million for the Lamb Avenue Canal <br />rehabilitation, and additional funding for groundwater diversion, water quality treatment, and septic- <br />to-sewer planning. <br />Helped multiple cities secure funding for police technology, fire rescue marine units, crime reduction <br />initiatives, and public safety equipment, including $480,000 for a police crime reduction project, <br />$290,000 for a fire rescue marine unit, and $280,000 for gunshot detection technology. <br />Helped cities secure targeted appropriations ranging from $200,000 to $2 million for sanitary sewer <br />extensions serving hundreds of properties, stormwater collection and exfiltration systems to alleviate <br />neighborhood flooding, bridge rehabilitation projects, canal restoration, and roadway expansion <br />projects. <br />PROTECTING CITIES FROM HARMFUL LEGISLATION, PREEMPTION, AND FINANCIAL EXPOSURE <br />We consistently help local governments defeat or amend legislation that would reduce local authority, <br />increase liability, or create unintended financial consequences. We do not just pursue funding; we actively <br />protect the City from legislation and regulatory actions that create risk, increase costs, or threaten local <br />control. <br />Helped defeat multiple efforts to increase sovereign immunity caps, protecting municipalities from <br />significant financial exposure. <br />Helped defeat repeated vacation rental preemption legislation for coastal communities. <br />Helped defeat legislation that would have negatively impacted local business tax authority, property <br />valuation standards, and tax certificate sales, all with significant fiscal implications. <br />Helped prevent costly regulatory determinations, including a WOTUS designation for a City of <br />Greenacres project that would have delayed permitting and increased costs. <br />NAVIGATING COMPLEX REGULATORY AND AGENCY ISSUES <br />Our team regularly works with state agencies to resolve issues that directly affect municipal projects and <br />timelines. We know how to work inside agencies, not just the Legislature, to remove barriers and move <br />City projects forward. <br />On behalf of Miami-Dade County, we helped secure eligibility for wastewater grant funding that was <br />otherwise unavailable due to the Basin Management Action Plan (BMAP) requirement. <br />Facilitated land and right-of-way conveyances from FDOT necessary for major municipal <br />redevelopment projects. <br />Successfully worked to amend agency interpretation and statutory language to allow for vessel- <br />exclusion zones sought by Islamorada residents.
