15
City of Sunny Isles Beach
RFP #26-01-01 Professional Lobbying Services
February 18, 2026
operates as a law and lobbying firm throughout Florida, we are larger than some of our competitor firms.
We believe that breadth and footprint are a distinct advantage for our clients. It allows us to attract top
talent and offer the resources necessary to provide unparalleled, tailored service. Our clients benefit from
the reach and capabilities of a large firm, coupled with the personalized attention of a boutique
experience. Each member of the City’s proposed team will personally invest in your goals, take the time
to build meaningful relationships with your leadership and staff, and understand the intricacies of your
objectives and challenges. Our success stems from this dedication and passion. We are driven to win on
behalf of our clients and will represent the City with the same fervor you bring to your own mission. We
are committed to ensuring you feel a true sense of partnership and loyalty from GrayRobinson.
▪Policy development, bill tracking, and legislative analysis.
▪Representation before the Florida Legislature, U.S. Congress, and administrative agencies.
The team has represented local government clients on a wide range of issues, from criminal justice to
education, public works to health and human services, and everything in between. We are active in the
political process, maintaining close and meaningful relationships with legislators, statewide and local
political leaders, and elected and appointed officials in South Florida. We take pride in selecting the team
best suited to meet our clients’ needs, entrenching ourselves in the issues, and creating a proactive plan
tailored to their objectives. We are in constant contact with our clients to discuss the ever-changing
political environment and advise whether we stay on course or alter our path to success.
Our team has the knowledge and the long-term experience essential to preparing legislation, identifying
funding sources, and successfully shepherding specific appropriations through the legislative process. We
continuously monitor all legislative bill filings, appropriations requests, amendment filings, and grant
opportunities. As importantly, our team is skilled at defeating unfriendly legislation and at reducing or
eliminating appropriations line items and proviso language. By identifying the champions and supporters
of our clients’ goals, we foster strong relationships to advance their priorities and build the defenses
needed to protect their objectives.
The following examples of GrayRobinson’s successes on behalf of local government clients related to
policy development, bill tracking, legislative analysis, and representation before the Florida Legislature and
administrative agencies demonstrate the outcomes and advocacy the City can expect from our team.
SECURING STATE FUNDING FOR INFRASTRUCTURE, RESILIENCY, AND PUBLIC SAFETY
We understand how to position and advocate for municipal infrastructure, resiliency, environmental, and
public safety projects so they are competitive for state appropriations and grant programs, and we have a
strong track record of helping our local government clients turn those priorities into funded projects.
Helped the City of Hollywood secure $16 million in Resilient Florida Grant funding, $950,000 for a
major bridge widening project, $550,000 for stormwater system expansion to reduce flooding, and
$400,000 for flood risk and vulnerability assessment planning.
Helped the Village of Islamorada secure $19.4 million in Resilient Florida Grant funding, $20 million
in Florida Keys Stewardship Act funding, and additional targeted funding for canal restoration, trail
elevation, emergency response vessels, and ambulance replacement.
Helped Monroe County secure $3 million in resiliency funding and helped negotiate the transfer of
the Seven Mile Bridge from FDOT, saving the County an estimated $15 million.
