22 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />Role on the City of Sunny Isle Beach Team: In addition to his work as a dedicated lobbyist for the City, as team <br />lead, Joseph will set performance measurements and metrics for the team based on the City’s specific <br />needs and requirements. Not all clients are alike, and we provide counsel and advocacy the way each <br />client prefers. Joseph will monitor and measure the team’s performance as it relates to the overall client <br />relationship through regular client satisfaction and performance discussions with City designee(s). <br />KYLEE ANZUETO <br />Government Affairs Advisor - Orlando/Tallahassee <br />407.204.3170 | kylee.anzueto@gray-robinson.com <br />Kylee represents firm clients in policy and appropriations advocacy at the state and <br />local levels, serving as a lead local government lobbyist and a key member of the firm’s <br />campaign support efforts for candidates across Florida. She provides strategic guidance, legislative <br />analysis, and tailored updates to clients while actively engaging with elected officials and representing the <br />firm at key stakeholder meetings. Her background includes advocating for infrastructure and <br />transportation priorities in Tallahassee as part of the City of Orlando’s Intergovernmental Relations Office, <br />experience with Publix Supermarkets’ government relations team, and service in state and federal <br />government offices, including constituent services for then-U.S. Senator and current U.S. Secretary of State <br />Marco Rubio. <br />Role on the City of Sunny Isle Beach Team:Kylee will support the City’s state lobbying efforts by providing <br />strategic policy analysis, monitoring legislative and appropriations activity, and leveraging her statewide <br />relationships and advocacy experience to help advance the City’s priorities in Tallahassee. <br />DEAN CANNON <br />President and Chief Executive Officer - Tallahassee <br />850.577.5480 | dean.cannon@gray-robinson.com <br />Dean is the President and CEO of GrayRobinson and is based in Tallahassee. Dean has <br />close relationships with legislative and executive branch leadership, having been <br />involved in government law, consulting, and lobbying since 1995. Dean ceased lobbying prior to his <br />election to the Florida House in 2004 and during his eight years in the Florida House. During his time in <br />elected office, he played pivotal roles in education policy, property tax reform, growth management <br />reform, health care and Medicaid reform, and significant transportation infrastructure policy initiatives, <br />among many other areas. He was selected by his peers to serve as Speaker of the House for the 2010 <br />through 2012 term and is credited with leading the Florida House effectively during a time of great <br />economic and political challenges. After leaving the Florida House in 2012, Dean began his lobbying <br />practice that continues today. Dean currently represents multiple Florida cities, counties, and private <br />sector entities before the Florida Legislature. <br />Role on the City of Sunny Isle Beach Team: Utilizing his experience and close relationships with legislative and <br />executive branch leadership, Dean will focus on interfacing with the current and future presiding officers <br />(President of the Senate and Speaker of the House), the Governor and Cabinet, and providing support for <br />message development. Many of the current members of the Legislature were there while Dean was <br />Speaker, and he maintains excellent relationships with legislative leadership, including House Speaker <br />Daniel Perez and Senate President Ben Albritton.
