Her work spans transportation, development, labor, environmental <br />and resiliency initiatives, and government procurement, blending high-level strategic advocacy with <br />effective grassroots and campaign tactics. This approach has helped advance major workforce <br />transportation and housing initiatives and successful procurement outcomes across South Florida. Jacqui <br />is recognized for her leadership in transportation policy, including helping establish Miami-Dade County’s <br />first Urban Air Mobility Task Force and chairing the successful 2018 Broward County transportation surtax <br />campaign. She works closely with the Miccosukee Tribe of Florida on Everglades protection and clean <br />water advocacy and has represented significant transit-oriented and commuter rail initiatives, including <br />projects within Miami-Dade’s Rapid Transit Zone and on behalf of Brightline. Her development portfolio <br />includes major hospitality, housing, and mixed-use projects with Terra Group, the proposed South Dade <br />Sports Performance Hub, and bringing the internationally recognized Wodapalooza fitness festival to <br />Miami Beach. <br />Role on the City of Sunny Isle Beach Team: Jacqui will serve the City as a strategic government affairs partner, <br />supporting the GrayRobinson team with targeted advocacy on transportation, resiliency, development, <br />and procurement-related initiatives that directly affect coastal municipalities. Drawing on her deep <br />relationships across South Florida’s local governments and her experience advancing complex, multi- <br />jurisdictional projects, Jacqui brings practical insight into how regional priorities intersect with state <br />decision-making. <br />RYAN E. MATTHEWS <br />Shareholder and Government Affairs and Lobbying Deputy Section Chair - Tallahassee <br />850.577.5466 | ryan.matthews@gray-robinson.com <br />With an in-depth knowledge of the function and operation of local governments, <br />municipal utilities, and Florida’s regulatory and permitting processes, Ryan concentrates his practice on <br />environmental, land use, and local government issues. He is an attorney and recognized expert in <br />environmental policy related to natural resources, with a focus on water quality and supply. Prior to joining <br />the private sector, Ryan served as the Secretary of the Florida Department of Environmental Protection <br />(DEP) under the Rick Scott Administration, overseeing 3,000 employees and a $1.6 billion budget to <br />protect Florida’s natural resources. While at the department, Ryan led the initial effort to delegate the <br />Clean Water Act Section 404 program to the State of Florida, making it only the third state in the nation <br />to do so. During his time at DEP, he also served as the Director of the Office of Water Policy, where he <br />coordinated and implemented Florida’s statewide water policy, including oversight of the five water <br />management districts. He played a critical role in pursuing recurring funding for Alternative Water Supply <br />projects in Governor Scott’s recommended budget and increased funding for water quality monitoring, <br />TMDLs, and springs.
