24 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />Role on the City of Sunny Isle Beach Team: Ryan will serve the City as a dedicated state lobbyist, running point <br />on environmental issues and assisting with funding goals. During his time working in the DEP, Ryan forged <br />valuable relationships with representatives in both chambers and on both sides of the aisle and holds <br />excellent working relationships at all of Florida’s agencies and within the Governor’s Office. Cementing his <br />experience with municipal issues, prior to joining DEP, Ryan served in the general counsel and legislative <br />affairs office of the Florida League of Cities. Prior to lobbying, Kirk spent the early part <br />of his career working to elect candidates and advising elected officials, from city council members to the <br />President of the United States. Kirk is entrenched in Florida politics on behalf of his clients, and he <br />maintains strong relationships with decision-makers. Drawing on his deep understanding of Florida’s <br />government, Kirk lobbies on behalf of a diverse group of clients, from start-ups and Fortune 100 companies <br />to cities and counties. He works closely with his clients, collaborating with them to help navigate Florida’s <br />complex statutory and regulatory landscape. As part of his practice, Kirk also uses his experience with the <br />state Legislature to help his clients achieve their state budget appropriation goals. <br />Role on the City of Sunny Isle Beach Team: Kirk will serve as a dedicated state lobbyist for the City. Since his <br />tenure as Deputy Chief of Staff in the Speaker’s office, Kirk has been a standout in the appropriations <br />process. Serving on the Speaker’s leadership staff, he collaborated closely with members to advance their <br />budget objectives. Now, as an advocate, Kirk will leverage his extensive experience in the budget process <br />to strategically position the City for success.
