APPROACH/METHODOLOGY <br />Proposer’s approach methodology to providing the services requested in this solicitation. <br />▪Legislative tracking, analysis, and strategic advocacy. <br />▪Development of a City legislative platform and funding priorities. <br />▪Coordination with City Commission, Manager’s Office, and key departments. <br />▪Communications and reporting protocols. <br />▪Interaction with legislative staff, agency officials, and associations. <br />▪Approaches to securing state appropriations, grants, and favorable policy outcomes. <br />LEGISLATIVE TRACKING, ANALYSIS, AND STRATEGIC ADVOCACY. <br />The GrayRobinson team will diligently monitor and work to identify activities and issues of potential <br />interest to the City. We will develop a database of policies and issues of interest to the City and begin <br />continuous monitoring of developing, proposed, promulgating, or administered policies, rules, regulations, <br />and laws affecting the City through LobbyTools. We subscribe to LobbyTools as our primary bill tracking <br />and monitoring system, allowing us to efficiently research bills, PCBs, statutes, legislators, committees, <br />calendars for executive agencies and licensing boards, Florida and national news, press releases, and other <br />essential information important to the City. We can modify the system to generate customized reports <br />tailored to the City, providing targeted, up-to-date information. We also monitor all agency rulemaking <br />through a state tracking system. Additionally, we enjoy strong relationships with staff and various <br />members of state agencies, and we will utilize these relationships to assist in monitoring all activity <br />relevant to the City. We will provide regular written communications on any relevant actions that may <br />directly or indirectly impact the City. <br />To serve as a voice for the City in the Florida Legislature, the GrayRobinson team must maintain frequent <br />communication with the City designees. This includes emails, conference calls, virtual meetings, and in- <br />person attendance at any appropriate meetings. The more information we exchange, the better <br />communicators we will be on your behalf. In addition, we commit to consistently communicating with <br />the City regarding the background and political realities of various legislative priorities and funding <br />requests. The moment we become aware of legislation that may impact our clients, either positively or <br />negatively, we alert them - this is especially so with funding issues. Throughout our representation, the <br />GrayRobinson team will proactively monitor the progress of each objective and consult with the City on <br />the status of each agenda item, including plans that may need to take a different course of action to <br />achieve the overall goal. <br />During the months leading up to the Florida legislative session, team members will meet regularly with <br />legislators to keep issues of importance to the City at the forefront. We will work together with House and <br />Senate leadership, including the House Speaker and Senate President leadership teams, and the chairs of <br />applicable House and Senate committees. Concurrently, the team will work with Florida’s Governor and <br />key staff members to ensure their understanding and support of the City’s Legislative Agenda. Further, we <br />will work with the local legislative delegation to ensure they have a comprehensive understanding of the <br />City’s priorities. <br />We will secure sponsors as needed and additional support from the appropriate committees to advance <br />the interests identified in the City’s Legislative Agenda. We will amend or oppose identified legislation as <br />required, and we will work to secure early support for any policy or appropriation issues as they are <br />developed by the Legislature.
